DEMOCRATIC PARTY
AND ACHIEVEMENTS
St. Louis, Mo.?The achievement*
>f the Wilson administration in enacting
beneficial legislation and ir
<eeping the country at peace without
sacrifice of the national honor were
pronounced epoch?making in Amerjan
history by Sneator Ollie M. Jame
>f Kentucky, in his address as per
manent chairman of the Democratic
national convention
"During three years of its national
control," said Senator James, "Democ
racy has enacted into law more progressive
remedial legislation than the
nation has ever had written upon its
statute books since its birth. In former
national contests in the last tw?:
Jocades our party came as a prophet
Today we come with deeds, no'
words; with performance, not prom's
The Democratic party has kept its
word with the American people. We
have made good."
Administration Record
The chairman reviewed at length
the legislative record of the administration
and eulogized the president
for his direction of foreign affairs.
The Democrats, he said, had enacted a
tariff law under which monopolies
were curbed and unexampled prosperity
attained; a banking law taking ^
the money control out of the hands of
an oligarchy r/id making panics nc
longer possible; and many reform .
measures of lesser importance.
He declared President Wilson's i
Mexican policy and his course in pro-'
tecting American rights against the
encroachments of European belligerents
had shown all the world that
the president "neither bullies the
weak nor fears the strong."
i,i;.w, c~.. iu~

umph of patriotism above politics.
Senator Jam.?s said the nomination
of such a president in partisan convention
ought not to be necessary,
and that to discredit him might palsy
the hand that could write the peace
treaty of the world.
Preparedness for Peace.
"In 190(>," he continued, "I attended
the great peace conference he'd in
London. I thought that the m.il'.eniiim
of peace had come and such a
thing as the world's war was impossible;
but that day when the Christia
heart shall rule the world is not in
sight. We must not mistake dishon
or for peace, as we cannot mistnk
oppression for peace. Woodrow TVilson
and the Democratic party advocate
an army big enough to make
aggressors think the second time before
they s^rik.e a blow. Democracy
wants an army and a navy in keeping
with the dignity, preservation, and
worth of this great republic.
It's foolish to educate a boy and

HOW WILD ONIONS
MAY BE DESTROYED
(Continued from page 3.)
as the bulbs when they dry are light- |
er th*n. the grain and can be winnowed
out. The safest way, however, u* \
to obtain seed from an outside sour v.- J
where no onion exists or to produe*
seed grain on a separate patch kep:
lbsolutcly free from the onion.
Lawns and Pastures.
In lawns the aerial bulbets are seldom
produced because the tops are!
kept cut back with the lawn mower
but the plant propagates by producing
underground bulbs ami is most
often found growing in clusters. T >
eradicate, from lawns where the
onions are not too plentiful, a good
plan is to dig out the entire clustei
with the mattock when the soil is
soft. The hole thus made should be
filled with soil and planted to grass
seed. Another successful method
for killing onions in lawns is by the
use of chemical plant poisons, as coai
tar, cresosote oil or carbon bisulphide.
A small amount of the poison
should be applied directly to each
cluster. This can best be done by
using a small spring-bottom oil can.
After tho onions are dead the bare
spot left should be seeded to grass.
In pastures where there are only a
few clusters, the same treatment
recommended for lawns is the most
advisable.

As prepared by Secretary Lansing
t is said, the note flatly declines to
J vithdraw American troops from Mexico
until the de facto goc.nniment has
i ;hn\vn both its willingness and ability
to police the border States properly.
t also is said to make sharp rejoinder
to suggestions of the Mexican
communication which officials regard
as discourteous and uncalled for.
Carranza questioned the good faith of
'he Washington administration, and
openly hinted that President Wilson
has his eyes on the American political
convention in dealing with the situation.
Carranza's request for a new statement
of the intentions of the United
States towards Mexico probably will
be complied with. It is understood,
however, that the declaration will be
so framed that the do facto government
can have no doubt that the
united States government regards
such a request as wholly unnecessary
in view ot' previous uttteranees of
President Wilson, acts of his administration
and behavior of the troops beyond
the bori'er. It wi'l be pointed
out that a friendly spirit constantly
had been manifested towards Mexico
and Carranza will be told that failure
of the Mexican and the American
troops to cooperate was due to hostility
and suspicion cxhibi:ed by Mexicans.
