remain equipped and prepared always
for any emmergeiicy. The secretary
told the graduates they were coming
into the navy at the period of its
largest expansion, its highest efficiency
and when lessons from Europe
point directly to the need of trained
men in war if human life is to be
spared from the killing of men unprepared
and unskillful in the science
of militarism.
"We have learned as never before
during the present world war," the
secretary said, "that courage on the
field of battle is the commonest, as
well as the most glorious attribute:of
our humanity. The man who, in
patriotic outbursts, hurries to volunteer
on land or se-a often fails to appreciate
the fact that his service lack.the
highest value unless he is trainee
in arms. The pathos of human livessacrificed
in war because of unreadiness
is the saddest lesson taught b*
the European war. It is a lessoi
which has served to awaken Americr
to the need of trained men."
The training that produces skill am
etticiency, said the secretary, should
be encouraged among naval officers
after they are graduated if the navy
is to profit by their services.
"Another lesson of the war and one
needed in America," he continued, "Is
that industrial preparedness must gc
hand in hand with building battle
cruisers and other naval craft and securing
more trained officers and men.
Most of the great nations had but
dimly understood that ability to quicK
ly mobilize their forces and convert
industrial plants into munitions factories
was necessary as well as to mobilize
the men."
Secretary Daniels paid high tribute j
to the naval consulting board, which ;
hi said, had already undertaken the ;
pioneer work of industrial prepared- j
ness in the United States and would
soon provide the army and navy with
this essential feature.
"I counsel you," he continued, "to j
early marry yourself to a specia'i
branch of the service, for an ounce of
expert knowledge in the ciuys that ai\
before you will lie worth a pound of
genera! information. The man. wh<
is to win the highest place in tie
navy of the future will be looked up
to because he has made himself i j
master of his specialty. The timr j
will come when expert knowledge wil' '
be the chief demand upon you."
The graduates also were reminded
that the "old things are passing awaj
and new ones must he devised." The i
responsibility of providing weaponr
and strategy to meet the unrevealed
possibilities of certain instruments of
war, he said, in conclusion, would do
velop upon them.

The secretary of State has issued a ;
charter to the Carolina Pepper Association
of Ebenezer, S. C., with a capital
stock of $15,000. The officers are:

borough, vice president; R. S. Hen
burn, secretary and treasurer.
The growing of pepper and other
drug and special crops received its
first impetus in Florence County
through the establishment of experimental
drug culture under the direc- ^
tion of Mr. Ronton Young of Ebenez- <1
cr, a talented graduate of Clemson
College. * Under Mr. Young's tutelage
the farmers around Fbenezer and

vicinity found the production of pepper,
hemp sessame and other drug and
spice plants highly profitable, Markets
were developed under the provision
of the Government agent and a
ready sale provided for the output of
the pepper and drug growers. The
demand being limited in all of these
products the pepper growers, last
year formed an association the purpose
of which was to effect some regulation
of the production and distribute
the acreage and extent of cultivation.
The olliccrs of the association
are the same, at least in part, as those
named in the corporation just organized.
