the war department that the ScottO)
rcgon border cor.frenece, although
tjialy described as having ended in f
a Icadlock, actually had resulted in
c'ascr cooperation between the American
and Carransa forces in Mexico and
there were intimations that no written
agreement has been drawn up by the
conference because they decided more
ec/uld be accomplished without one.
Gen. Scott telegraphed that Gen.
Oregon had indicated a fear as to
the effect forr.-al protocol for the continued
presence of American troops
(in Moviran soil nn'o-hr Iiuvp on \1ovi
can public opinion. This generally was
accepted hero as explaining the fail- j
urc of the conferees te go further than 1
an unwritten gentlemen's agreement
a j to methods of coop raiion in the
campaign against banditry.
Evidence that thi:j agreement v as
being carried out came today in offVial
telegrams reporting the movements
of both American and Cai ran-1
zu troops. Gen. Scott telegraphed
that he had assurances from Gen.
Obregoii that Carranza commanders
l ad been ordered to proceed against
bandits both about Parral and alone
I
the border to the region of the Pig1
FW nd raids. Gen. Pershing reported;
that in accordance with instructions |
following I he border conferences he .
was shortening the American line of j
communication and drawing in hi
scouting patrols.

Officials here believe that Nami
c-uipa so<v will be abandoned by Gen
Pershing as his advanced field base,
ftis telegram today was taken to indicate
early retirement to Colonic.

Gen. Pershing also reported th
there were no Mexican forces in k'
vicinity.
With Carranra troops advncai g t: I
ward the border adjoining the Big
Bend region, reports from Gen. Fur.-;
s~.cn indicated that American op-ra-1
Cons there attain considerable magnitude.

To Restrict Munitions.
That customs restrictions which
have prevented shipment of animuintSon
to Carranza authorities wcu'd be
continued while the diplomatic discussions
proceed was also indicated.
Orders i'ssued today permit" in Gen.
Pershing to convene general ccurtr.martial
were officially explained ar,
calculated only to provide a means of

rules by Pershing's own men. It was j
emphasized that the courtmartial an-!

of Mexican snipers. The war lepartment
was without confirmation

bandits near Mexico City and Villa i

however, in consular dispatcher.

GOVERNORANDSTAFF
TO CHARLOTTE MAY 20
Governor Manning, accompanied by
his staff, will attend the exercises incident
to the observation of the Mecklanburg
declaration of independence
at Charlotte on May 2. Because of a
warm invitation from Mayor Kirkpatrick
of Charlotte and because President
anil Mrs. Wilson will be present
at the exercises the governor decided
to visit the North Carolina city on
May 20. Notice has been mailed the
individual members of the governor's
staff asking each to accompany the
chief executive.
Governor Manning is a warm supporter
of President Wilson and on
every occasion has made it plain that
ho stands behind the man now in the
White House. He was one of the four
delegates at large to the Baltimore
convention tour years ago and the fact
that the South Carolina delegation
stood for Mr. Wilson on every ballot
at that convention has always been
remembered by the president. He and
the governor are warm personal

the governor will receive from a trip
to Charlotte will be enhanced by the
fact that he will have the opportunity
of meeting President Wilson there
also.
The following is Ihe invitation sent
to Governor Manning and staff by
Mayor T. L. Kirkpatrick of Charlotte:
''The people of Charlotte expe.'t to
entertain President Woodrow Wilson
May twentieth, nineteen hundred and
sixteen, at which time he will be the
chief speaker at the one hundred and
forty-first anniversary of the Meck|
lenburg declaration of independence.
I "We cordially invite you and your
i staff to be our guests and participate
with us in the festivities of the occasion.
We expect to emphasize the military
features, and desire to extend,
through you, to the adjutant general
oi your state and state guard, and invitation
to be present at this time."
The governor acceped the invitation
and said he and his staff would attend
if possible, and he is now making
preparations to that end.
The people of Columbia regret that
the president and Mrs. Wilson can not
make them a visit at the same time
they come to Charlote, and since they
can not come here a great many Columbians
are making preparations to
go to Charlotte to hear him. It is
thought that many of the public men
of the state and prominent citizens
from all sections will make the trip
to Charlotte for the 20th. . Especially
| do the leading Democratic politicians
| plan to be in JharlAtte. It is possible
| that some of the military organizations
near Charlotte from South Carolina
will go up to take part in the
parade.
