paper on "naval strategy" presented
at a session of the annual convention
ol the Navy League of the United

Washington, April 19.?Tick Eradi-'
cation Day will be celebrated in all
iho public school of Louisiana on
Thursday, April 2th. Governor Hall
has issued a proclamation naming this
day for the celebration and the State
Superintendent of Education has di-'
rected that every teacher devote one
hour on that day to explaining the
subject of tick eradication to the pu- j
pils in his ( lass. For the information j
of the teachers, Hie State Sanitary!
Live Stock Board has issued 120,000
circulars which the Superindent of|
Education is distributing. In these!
circuars 12 brief reasons are given
why Louisiana should eradicate ticks j
without deay. It is estimated that in j
this way about 400,000 school chil
(iren win learn something or the importance
of getting rid of the tick.
The celebration of Tick Eradication!
Day, it is believed, will do much to aid j
the campaign which is already in full
swing throughout the State. System-1
a tic dipping has been satisfactorily]
slarted in a number of parishes, one j
of the latest to begin the work being!

Sending Trial Shipment Over
the Mexican Central
Railway.
Washington.?Reports of a cavalry
am! Villa bandits south of Namiquipa
were not mentioned in the War Department's
early dispatches and there
was no further mention of the reported
death of Villa.
Major-General Funston reported
the progres of a new plan for sending
supplies forward to Brigadier-General
Pershing's columns. A trial shipment
of forage had been sent over the Mexican
Central line, which has a more
direct line to Chihuahua than the Mex
icon Northwestern. Nine cars of hay
and oats for the cavalry composed
the shipment, which probably will be
transferred to the Mexican Northwestern
at Chihuahua and sent on south.
Use of Elephants.
Fan Diego, Calif., April 19.?Ele
phants anil camels, carrying: two machine
gun sections of the Twentyeighth
Company of the United States
Marine Corps, quartered at the Exposition
here, took part in experimental
maneuvers and quickly demonstrated
the feasibility of their use in actual
warfare conditions such as now obtain
in Mexico.
Mounting one operator and tripod
machine gun to an elephant, attendedl
by several U. S. Marines on foot, the j
elephants displayed surprising agility j
in traveling over rough ground and!
wheeling into proper position for firing.
The elephants, when ordered to
lie down made a perfect breastworks,
behind which the Marines were en-i
abled in thirty seconds to employ an;
effective machine gun fire.

Investigation Shows Widespread
Conspiracy to
Rob U. S.
Washington.?The government's investigation
at New York of charges
of collusion between deputy internal
revenue collectors and tobacco manufacturers
and dealers recently arrestde
in the alleged $20,000,000 internal
revenue frauds has reached 'a stage,
officials have been informed, where indictments
\harging conspiracy may be
asked in the case of a number of deputy
collectors.
The investigation has spread, it is
said, to Philadelphia, Pittsburgh, and!
other cities, and a thorough inquiry is
now being made to determine if dep-J
lity collectors at those points were in!
collusion with tobacco manufacturers'
v ho are charged with having evaded'
the payment of revenue to the govern
merit for 15 years or more.
PLANT DESTROYED

Up?Throe Persons Killed.
Rluefield, W. Va.?Throe persons
were killed, a workman and two children,
when the plant of the DuPont
Powder company at Nemours, Mercier
County, eight miles from here, was
blown to pieces by four explosions.
Houses in the little village were
wrecked. The dead children were
buried in the ruins of their home, near
the powder mill.
The principal damage was done by
the first explosion, which is said to i
have destroyed the building in which
it occurred. The succeeding explosions
were believed to have been caus-j
ed by flying embers and were of less
intensity.
DRUMMMARRESTED
ON SERIOUS CHARGE
Greenville.?Morris Kantroff, a
travelling salesman, was ?rrpst/wl 1
here on a charge of violating the socalled
Mann White Slave Act, it being
alleged that he transported a young
woman 19, from her home in Birmingham.
The couple claim to be married,
and allege that the charge was instigated
by the girl's parents in an effort
to separate them because she is a
Gentile and he is a Jew. Federal officials
contend that Kantroff has
another wife and four children, and'
that if he is married to Miss West he;
is guilty of bigamy. As a second mari
riage would bo illegal, it is said he
will be prosecuted for violating certain
provisions of the White Slave
Act. According to official information
received from Birmingham, the girl
is innocent of any wrong-doing, and
as far as the officials have been able
to find thei-e is no blemish on her
