They who refuse to obey them belong to a cb'ss who will not liste.o to reason. v The general public are more awake than they used to be to means they may employ to protect themselves against disease germs. Some recent laws in relation to health and sanitation have done a great work by bringing such things home to the masses of the people. Jv o The man who can make you believe that money grows on trees, is generally the one who will take what little bit you have and never return it ti you. His trees never bloom and consequently never shed any promiesc. golden harvest. The high cost of paper at this time makes it important to see that there is no waste of writing tablets and the like by he pupils in the public schools. When the present supplies carried by the stationery stores have been exhausted the prices will be much higher than they are now unless there is gieat change some way. ' o Just at this time it is apparent that traffic on the streets of Conway is increasing. New auomobilcs and vehicles of other kinds are multiplying. There are strict ordinances on the books which were designed to mako the streets safe for those who would use them and reduce accidents to a* unknown quantity. There arc also statutes of the State which have been passed only after careful thought and long experience making rules which experience has shown are the best for the regulation of the public streets and the public roads. But what good can such laws and ordinances be to the people unless they understand what they are? There has never been much need for the exercise of such laws in this town until within the last few years and the people generally are uninformed as to what the ordinances are. It is the only way to take the right precautions against a serious accident at some time or other. ? . H? began his state mem witft a ctiscusion of personnel The annnual loss from terminating enlistments was 12,875 men, he said and wastage from other causes waf 8,250. To add a single man to the ful quota, he added, meant 58,260, must be first restored by new enlistments. Requirements are so rigid that onl> one in six applicants is accepted. Conflicting views as to the propel enlisted strength, he said, are basec ships should be kept in reserve and how many men should constitute reseive crews. His own recommendations, based on the experience of thi department and advice of many officers, would provide a total enlisted strength of 67,952 men.
