1 BRITAIN ASKED 1 FOR INFORMATION United States Makes Formal Request For Copy of The Instructions VARDAMAN IS AT IT TO DISGUST OF MANY Makes Bitter Attack on Administration--McCumber With draws Resolution. Washington.?The United States has asked Groat Britain for a copy ot the confidential instructions to commanders of British merchant vessels, which Germany claims prove that merchantmen armed ostensibly for defensive purposes have orders to act offensively against German and Austiian submarines. This is the first step the United States has taken since Administration officials began stu<iyiug the complete memorandum, in which Germany announced its intention to treat as warships armed merchantmen ot j tiio Entente Allies. There werc| strong intimations tonight that the' British Government later would bej given an opportunity to answer aiM the German charges and to commenti upon the 20 incidents where Germany claims defensively armed ships have acted offensively toward submarines of the Central European Powers. Early in the clay the British Em-j bassy made public a statement challenging every substantial statement j in Count von Bernstorff's memorandum and setting forth that while Germany contends that her submarine wartare is in retaliation for British violations of international law many' of the German acts were committed! before the first order-in-councii com-! plained of was issued. The inquiry to Great Britain was determined upon as a means of gaining an accurate understanding of the British position and learning under what instructions British sea captains now are operating, so that the State Y-v i ? t ? uepartment win be in a position to I cary on future diplomatic negotiations. It 13 considered unlikely that there' will be any further negotiations on the subject with Germany until after a reply has been received from Great Britain. The reply is expected early next week. In the Senate today Senator McCumber withdrew his resolution to warn Americans off armed ships, saying it had served its purpose and that to press i; further might embarrass the Administration. Just before the Senate adjourned, Senator Vardaman, Democrat, made a bitte'* attack upon President Wilson's policy, declaring that the recent action of Congress in tabling war rung resolutions eonstigtituted not votes of confidence but "votes of obedience to meet the exigiences of party politics." His speech precipitated no debate, however, and was heard by few members of the Senate. Miss Beulah Brittingham, Mrs J. S. Parks, superintendent of the Aragon cotton mills was elected president The lion of departing March roared loud in Columbia last week proving to doubting Thomases that when the third month slips in like a lamb it departs like the king of the jungles. Gov. Manning has returned to Columbia after spending several days at St. Augustine. This was his first vacation since entering the governor's office. o Ten Million Scriptures Last Year. The British and Foreign Bible Society reports a year of progress beyond precedent. The total issues for the year amounted to 10,182,4i3, over a million excess of the previous year's output. The society's list of languages has risen to 487. The society published the Scriptures in over eighty of the languages of India. Representative Sherwood of Ohio has followed the example of Mr. Page of North Carolina and has sent word to his constitutency that he will not be a candidate for re-election?and upon the same grounds?that he cannot agree with the President. If there are other House Democrats who feel like inclined the proper thing for them to do is to serve notice on their constitutency, in lieu of a resignation. The Ohio man seems to accord his district the right to have a representative who will be in sympathy with their sentiments, for he says of his| district that he thinks it "should be represented by some one who is in sympathy with the President." The Galloper lightship at the mouth of the Thames has been torpedoed and sunk, according to a Lloyds report. American military authorities arc contemplating sending a new column into Mexico from Fabens. Grave apprehension regarding the outcome of the American expedition into Mexico in pursuit of Villa was evident for the first time in Washington last week. Vigorous artillery fighting continues on the Verdun front, but no infantry attack by the Germans has developed west of the Meuse. Infantry attacks northwest of Verdun, preceded by a vigorous bombardment.
