SUBMARINE ISSUE
BEFORE REICHSTAG
German Imperial Parliament
to Debate Question in An
Open Session
FRANK TREATMENT
OF FOREIGN POLICY
Prussian Diet's Essay Into
Realm of Criticism Resentr
ed by the Chancellor.
The Rcichstap will probably devote
Friday and Saturday 01 this week U>
open discussion of the international
situation and political problems which
i- ? ?_ 4i i
nave arisen ironi uenmin) s nu-umuo
of submarine warfare. A special committee
of the Reichstag met today
and found Unit there is a general tiesire
of all parties for a frank and
open debate on the motives underlying:
the government's attitude 'towards
neutral powers and in particular
towards the United States. It is
believed that Dr. von I'ethmann-IIoUweg.
the imperial chancellor, will for
various reasons decide to make a
speech explaining the policy in accord
anee with which Germany has conducted
her foreign affairs department
and its reflex action on her international
policy.
In the present temper of a section'
of the Reichstag, Ike debate, it is ex-!
prctcd, will bring out some caustic
and unfriendly reference to the Unitid
States, hut the fact tnat ten days
will have elapsed afted what is re-i
garded as the immediate cause of irritation
probably will serve to tore)
down the present bitterness openly
expressed by certain members of the,
Reichstag.
The ways and means committee of
the Prussian Diet today crossed
swords with the administration regarding
the Diet's competence to discuss
the American and other issues of
foreign and military policy. Herr Irrner,
spokesman of the conservative
parly, defended the claims of the Diet
to the right of criticism. Foreign
Minister von Jagow, while admitting
tin: Diet's right to discuss anything it1
saw fit, declared that the government;
could not and would not accept advice j
or criticism on those matters which
I
arc beyond the competence of the
Prussian Parliament.
The newspapers generally rcfr:,;. .
alluding, even guardedly, to the!
source of the conflict. The conserva-i
live ILruez Zeitung argues editorially

and concludes as follows:

relations towards any particular power
appear absolutely indispensable to

determine whether we shall come to a;
breach. Such fatalism in politics has
no justification, if, however, we do]
not regard such a breach as being so,
serious that we must at all costs
avoid it, then there is no reason why
\vt should not use our freedom of action
completely. A middle way be-i
tween these alternatives would not in
our opinion represent a policy based
