PEACE TERMS DEPEND ON EXTENT OF LICKING Peace Society Believes They Should Be Bull! on Hague Foundation ' Washington.?The terms of peace tj be adopted by the European | countries will be decided among I themselves in the opinion of the authorities on international affairs wlio arc active with the American Peace Society. The terms will depend upon how badly the losers are whipped, and the victors are expected to do little less than they have done in previous wars, viz, take everything de sired. The society believes that the terms should be built upon the foundation made at The Hague, and that a third Hague conference should be called in v hich some action may be taken and in which some progress can be mad. to a complete understanding of the difficulties involved. The outsidQ will have nothing whatever to 1*0 with the forthcoming negotiations, says the statement, but when this peace is once made, then will be the time for action on the part of the Nations ol tin whole world. It is vastly important that by that time the world should have given a great deal of thought as to the proper action to take, and that it should have a program rather definitely in mind. If the program developed by previous conferences is fol1 lowed, the first act of this conference will be to contempeate the permanent court of arbitral justice which was provided for, but not set up at the second Hague conference. Arthur Ueorin Call, secretary of the American Peace Society, wit! headquarctrs in Washington supplemented the society"s formal state mcnt by saying that the organiza.tion is getting back of a program, the object of which is to direct world sentiment toward this concrete pro| gram of action. The American Peace : Society is going to inaugurate an extensive campaign for the education of the world toward this end, he said, and it expects to offer an opportunity for all who are interested to become partners in this work by contributing to his support. Buck will make the race for Congress from the 6th district in the campaign this Summer. He has made a good record in the State Senate to which body he was elected at the last election. He has many friends in the different counties of the district who are urging him to make the race, but it is not definitely known at this time that he will be a candidate. Bell, one of the leading business men of Wampee, S. O., visited Conway on business last week. * * * There is a rumor on the streets to the effect that the organization of a new bank is on foot in this county.
