London.?A manifesto to the people
of the country lias been issued over
the signature of a score of leading
English bankers and financiers on the
subject of the country's financial position.
The signatures are headed by
that of George Anderson, treasurer of
the Bank of England. The manifesto
in part follows:
"As this is time of great national

Great Britain has to perform. In a
long war success depends mainly upon
the respective financial resources
of the combatants and the consequent
power of one of them to maintain or
add to its fighting strength while the
others are declining. It is not in doubt
that the allies' financial resources,
when fully mobilized and wisely controlled,
will be vastly greater than the

"The allies success in defeating the (
enemy's efforts to cripple them in 1
men, munitions, and money before (
they could assemble their full
strength has now brought the war
near to its final stage. Indeed, only
one thing is now needed to command
victory, namely, to provide all the
money needed to support the vast
armies of new men and pay for the 1
vast quantities of arms and munitions 1
being manufactured in all parts of '
the world. (
"The task of finding the greater j 1
part of the immense sums of money j
needed by the allies is the especial 1
duty of the British people, for they,!
in particular, possess the necessary
financial resources. Their manufacturing
power is unreduced by invasion;
their cities destroyed in the
war; their ports not shut out; the income
of the British people has been
maintained at high level. Exports although
not so great as before the war,
are greater than in 190n. The income
from the capital invested abroad has
been reduced but little, the earnings
of shipping are greater than ever and
the factories are working full time.
"Moreover, the effect upon production
of the great army's mobilization
has been largely neutralized by the
more vigorous and effective work of
the civil population, particularly the
women. The average individual income
is much in excess of any total

"In the current calendar year the
British people spent 1,300,000,000
pounds on war. To raise this sum is
a. tremendous task which will try the
mettle of the nation as it has not been
tried in a hundred years. The task demands
the strenuous cooperation .of
every man, woman, youth and maiden
?that the nation's energies be concen
trated on the production of really essential
things, that the production of
all non-essentials he wholly stopped.
"The nation must avoid the consumption
of essentials to the limit of
efficiency. Individuals poxessing securities
marketable abroad must sell
them to pay for goods and munitions
for which no other means of payment
can be provided. Only by all classes
adding to and carefully husbanding
their income, by selling foreign securities,
by creating foreign credits, wil
it be possible to provide the vast sun
needed by the nation and its allies."

of the congregation, says the paper's
correspondent, when six German aero |
planes appeared, flying low. Apparently
they were coming from Ostend.
The King at once told the people to
' scatter and take shelter, but the aeroplanes
approached so rapidly that few
' had time to comply with his instrucj
tions before the machines were over
the village. Two bombs fell a few
1 yards from the King and Queen, but
they were not hit by the flying fragr\

The correspondent continues: "This
s is the fifth air raid which has been ah
f solutely unjustified since the village is
s unfortified and is inhabited only by
f fishermen. What makes it worse is
r that the aeoroplanes came from the
section of the German front command
