December Kb?A resolution condemning
President Wilson's preparedness
policy brought a protest from
some of the prominent members of
Henry Ford's peace party on board
the ship last week when it was presented
for adoption. The resolution
was drawn up by the Rev. Jenkin L.
Jones, and the Rev. Charles F. Akeo,
and others who asked that it Ix* signed
by all members of the party as
their platform.
More than a dozen members, inelud
ing S. S. McClure, of Now York, and
Judge Ben B. Lindsey, of Denver, refused
to sign on the ground that the
resolution was unpatriotic. Some of
them even threatened to leave the
party after it reached Europe if the
proposed platform was put through
Its supporters said the opponents of
the resolution failed to understand
the spirit of Mr. Ford's invitation.
Address to Rulers. 1
An appeal to the rulers of Europe I
was sent out hy wireless to day and
addressed individually to each reigning-monarch,
reading:
"Sir: We come in this time of trouble
not to add to your burdens, but to
help lift thom, not to consider which
nations are most to blame for the disaster
that lias befallen Europe, but to
end the strife; not to inti*ude ourselves
upon your national life and national

but that it leads only to loss and misery
? Must lives be crushed and wives
and mothers bereaved before we
recognize that Europe is bleeding to
death and that the grievous wound
must 1)0 staunched?

conference which shall without delay
frame and submit simultaneously to
you and all the other belligerent nations
proposals as a basis of discussion
leading to the final settlement.
Therefore we do earnestly entreat
you and the rulers of all the other
warring nations to declare an immediate
truce. Let the armies stand stil'
where they arc. Then let negotiation;
proceed so that the soldiers may be
delivered from another bitter wintei
in the trenches and sent back to their
labors and their firesides. As there
is no other way to end the war except
by mediation and discussion why
waste one more previous human life?

for additional taxation. It is estimated
that extension of the law till
December 31, 1916, would provide $6,,

Revenue from distilled spirits, fermented
liquors and tobacco has decreased
$25,000,000 in the last fiscal
year, the report says. Treasury estimates
of ordinary internal revenue
receipts for the fiscal year ending
June 80, 1916, arc $272,000,000 compared
with $283,498,760 last year,
thus indicatinga further anticipated
revenue reduction from this source of

The bill today was reported back to
the house favorably with a view to
consideration tomorrow . Party leaders
have requested all members to be
present in anticipation of a lively
party fight. Majority Leader Kitchn
declares however, that its enact?ot
by the end of this week is certain.

Juarez received advices of a Villa
victory at Santa Rosalie, Chihuahua,
the latter part of last week, in which
a Carranza force under Gen. Luis Her I
rera was said to have lost GO men
taken prisoners and about 400 horses
The Villa forces now claim complete
control of Chihuahua north of
Santa Rosalie, which is 100 miles
south of Chihuahua city.
Five hundred Carranza soldiers are
en route from Pidras Negras, Coahuila,
to Nogalcs, Sonora, after being
detained here for 12 hours. The Mexicans
are travelling through American
territory in bond and are guarded by
a detachment of the 17th United
States infantry.

Supreme Court Says Banks
Have- Adequate Remedy

therm is an adequate remedy in the
statutes of a tax unlawfully paid, the
supreme court, in a decision handed
down recently, reversed the restrain
ing injunction and. mandamus proceedings
instituted against the South^

v^arauna wx commission. The decift^
ion does not touch the constitutionality
of the act creating the commission.
The orders of Associate Justice
Watts were reversed by Chief Justice
Ghry and Associate Justice Hydrick
and Fraser, Associate Justice Gage, *
dissented, "but not on constitutional 4
or federal grounds." Judge Watts did^
not sit in the case, as he had issued^
the writs granting a temporary in- \
junction and mandamus.
Cases Heard Together.
The cases which were heard to*?
gether by the supreme court, were
brought by the National Loan & Exchange
Bank of Greenwood and W. x*
\ Bailey against the tax commission
and J. W. Canfield, county auditor,
and by the Peoples National Bank of
Greenville "on behalf of itself and all
tiie other hanks in the State" against
i the members of the commission.
! Commenting upon taxes, the court
says:
