States has sent to Austria-Hungary a
note asking for a disavowal \f the;
submarine attack upon the Italian
liner Ancona, assurances that such an
act will be not repeated, some degree
of punishment for the commander of
the submarine, and reparation for
American lives lost.
The communication started by
cable from the State department to'
Ambassador Frederick C. Pen field at
Vienna, who was instructed to hand it
to the Austro-Iiungarian minister of
foreign affairs, Baron Burian.

Washington.?Plans of the administration
to prevent or punish violations
of American neutrality were
discussed today at a long conference
in the office of Secretary Lansing
among the members of the cabinet
whose departments are most closely
connected with such subjects. I he
meeting was called at the suggestion
of President Wilson, who declared in
his message to congress that "the
hand of our power" should at once
close over and crush out "creatures of
passion, disloyalty and anarchy" who J
seek to make the United States a hotbed
of European passion. i

A reprieve of (50 days has been
granted by Governor Manning to A.
C. Talbcrt of Greenwood, who is under
sentence of death for the murder
of his wife .
Talbert was to have been electro
cuteu on last r ruiay, DUt the governor
granted a stay of sixty days to the
condemned man in order to allow time
for the board of pardons to pass on
the case. Talbert cut his wife's
throat while in their home at a mill
village in Greenwood. Friends of
Talbert insist that he is unbalanced
and should be committed to the asylum.

RUSSIAN SCOUTS i
IN DARING RAID
Capture the Entire Staff of (
a German Army
Division.

Petrograd.?The entire staff of the |
82d German army division was captured
by Russian mounted scouts and
brought as prisoners into the Russian
lines as the result of a daring night
raid recently, according to unofficial ^
accounts whjc\i have been received.
Under cover of darkness, a small
company of scouts worked its way
past the German trenches toward the
German base, the details as received
here say. Emerging from a wood,
the scouts found themselves clbse to a
village where they stopped and sent 1
forward a rconnoitering party. i
The latter soon came upon a Ger- 1
man sentry who gave the alarm. Ten I
minutes later a German cavalry squad (
ron galloped out of the village, fol- ;
lowed by two companies of Austrian j
landsturm troops. The Russian
meanwhile had dismounted hiding i

Petersburg, Va.?Hopewell, a year
aid city of 25,000 people, located near
the gun cotton plant of the E. I. Dupont
De Nemours Company, near
here, was practically destroyed by i
fire last week. The fire was not under
control early tonight, but there was
little left to burn. The gun cotton^
plant was not endangered. The loss
will approximate $1,000,000, according
to estimates here, and there was
practically no insurance on buildings
or stocks. No lives were known to
have been lost in the fire, but a negro
was hanged for looting.
