to Dr. Joseph Goricar, former
Austro-Hungarian consul at San
Francisco, that Austrian consuls in the
United States, working under the direction
of Consul General von Nubor
and Count von Bernstorff, the German
ambassador, are active in propaganda
for destruction of munitions factories
and fomenting strikes among the
workers, will be referred by the State
department to the department of Justice
for investigation.
The Austrian embassy here denounced
Goriear's published statement
as untrue and announced it would try
to find some way to prosecute him. j
Goricar, the embasy said, left his post}
on leave and failed to return.
Secretary Lansing to day declined
to comment on the charges.
Goricar is accredited with making
the statement that he resigned after
15 years in the Austrian consular service
because i.o declined to perform
the work of a spy. He charges that
while he was consul at San Francisco,
Commander Maxmilian Burstyn, the
Austrian naval attache in Washing
ton, ordered him to gather plans of
the fortifications of San Francisco
harbor and along the Pacific coast and
to get especially details of the works
at Bremerton navy yard. When he
refused, Goricar is accredited with
saying he was transferred to Berlin
"Whence after five months he was ordered
to go to Vienna, which he feared
to do because of his pro-Slavic affiliations,
so he fled to Rome, where he
resigned last December.
^ Works With Consuls.
Goriear's story contends that the (
German ambassador, working with
von Nuber. is in touch with the Aus- ,
tiran consuls at Cleveland, St. Louis,
.Pittsburgh, St. Paul, Chicago and Phil
TuVelphia, who spread propaganda
Among the foreign workers in the munitions
factories and such activity,
Goricar alleges, extends even to controlling
the foreigners through fra'ternal
and secret organizations.
The Austro-Hungarian embassy issued
the following statement:
"Ex-Consul Dr. Goricar, formerly at
isan Francisco, has been on leave ofj
absence since the time of the outbreak |
of the war and has been temporarily
attached for a time to the AustroHungarian
consulate general in Berlin,
Germany. There, very soon after
ward, be obtained knowledge that the
Aa&tro-Hungarian authorities had received
information about his secret
connections with the enemies of Austro-Hungary
and evidently fearing detection
he suddenly left his post without
permission and disappeared. Later
on it was learned that he had gone
to Italy and was staying in Rome from
where he tendered his resignation,
thereby preventing his dismissal.
\ "While he was in Rome it was ascertained
that he was in close relation
with Russian and Servian agents, obviously
with the purpose of going to
the United States to use his knowledge
of the centres of the Slavic immigration
coming from the monarchy
in the service of the Pan-Slavic propaganda
nnd with the intent of dissem
mating disloyalty among our immigrants
against their country of birth.
f' Helped the Allies.
"The Austro-Hungarian embassy
has been informed that quite a number
of Southern Slavs for the monarchy
have "been enlisted by the agents of
the sillies and have left this country
to tight against the Austro-Hungarian
army. It is very probably that Dr.
Goricar's subversive activity contributed
to the very regrettable act of
changing the outcome of the war will
be of the gravest consequences for
those who may be made prisoners of
v/ar.

POSSIBLE POTASH
SOURCE DISCOVERED
Washington.?A possible source of
potash, heretofore supplied almost
exclusively by Germany, is suggested
by Director. George Otis Smith of the
Geological survey in a statement today,
pointing out that the tailings piled
up at the concentrating mills of
the big copper mines in the west contain
several times as much potash as
copper. This potash, however, is lock

The commercial extraction of potash
from silcates has been for several
years the subject of study by industrial
chemists and if the problem can
be solved, it would appear that a
large tonnage of potash-bearing material
is available in the Western
States.

Upon reading the attached affidavit
of H. H. Woodward, attorney for the
plaintiff; and it appearing that the infant
defendants, Clarence Smith, Lewis
Calvin Smith, Mabel Lea Smith,
Wilfred Smith, and Lutie Smith, cannot
after due diligence be found with-1
in this State, but that they reside at
Oxford within the State of Florida,
and that the action has been brought
for the foreclosure of a mortgage of
real estate in this County and State,
said absent infant defendants claiming
and interest in he equiy of redemption:
On motion of plaintiff's attorney, it
is ordered that C. B. Dusenbury be
and he is hereby appointed as guardian
ad litem for said infant defendants
and is authorized and required
to defend this action in their behalf;
unless said infants, or some
one in their behalf within five days
after the service of this Order, as
hereinafter specified, shall apply for
and procure the appointment of some
suitable and competent person to act
as guardian ad litem in their behalf.
It is further ordered that this Order
be served on said infant defendants

argument for good roads from every
point of view, presenting forcefully
the economic reasons for better roads.
Again figures were submitted of this
and other states and good roads given
as the remedy for the lack of development
of many sections of this county, |
a county which contains probably as
much undeveloped lands as any other
county in the state.
Picking Petit Jurors.
Judge Smith requested the grand
jury to investigate the methods of
selecting petit jurors, calling particu|
lar attention to the fact that the constitution

of good moral character." Shoeing
that often there were^on petit juries
mon not sufficiently impressed with
law, in fact open violators of law, he
asked why should blind tigers sit in
judgment 011 blin tigers. He expressly
condemned the use of whiskey
by petit jurors during court week,
and stated that if one came before him
osing whiskey lie would place him in
jail for contempt of court.
The crimes of vagrancy and perjurywere
expressly called to the attention
of the grand jury, the judge making
the statement in discussing vagrancy
that ''Every man has the right to live
in this country, but none to loaf in it."
In Judge Smith's opinion, vagrancy is
the cause of many crimes, and he urged
the jurors to "go at. them like you 1
would rattlesnakes."
Cheapness of Human Life.
The conclusion of the charge was
devoted to this discussion of the cheap
ness of human life in South Carolina,
and figures from Maine and the Western
states were used by the judge in
contrast with statistics of this state.
He then cited the quotation above as
a remedy and lamented the number of
murder cases for trial here. The judge
stated that even if all of the alleged
murderers for trial here were innocent,
the fact that so many killings
had occurred showed an outburst of
lawlessness, showing that as there
was only one legal defense, self-defense,
murder had to be in one's heart
either the one who shot or the one killed,
before the shooting could take
place. lie pleaded for a stronger jury
system, and urged that the jury roqpn
be made the terror of the .guilty, ,to
haunt him by night, but the sweet
palladium of the liberty of the person
accused, if that person be innocent.
