that prisoners were illegally held in
the county jail Judge Mendel L. Smith
at o'clock today, signed an or-,
der reiasing Edward E. McDonald'
accused of participating in the shooting
last Friday morning, from custody
Before taking this action Judge Smith
stated that his decision did not prevent
any citizen from immediately
taking out a warrant for both prisoners,
charging thew with any crime
whatsoever.
A short while after the order releasing
the prisoners had been grant-!
ed, two warrants charging Brown with
assault and battery with a deadly
weapon and intent to kill were sworn
out before Magistrate Burnet, who
delivered them to Sheriff J. Elmore .
Martin to be served. The preliminary
hearing on the warrants will be held
tomorrow.
H. L. Wilensky, one of those
wounded when the shooting occurred,
is the signer of one of the warrants,
and the other is signed by E S. Win- j
gate, father of William E. Wingate, J
who was also wounded in the shooting, j
Judge Smith this afternoon issued
an order to Magistrate B. R. Burnet
that he appear in court tomorrow
morning and show cause why he
should he required to issue a wararant
upon information and belief, as requested
this morning by Dennis J.
O'Brien, a son of Jeremiah O'Brien,
against E. It. McDonald, charging Mr.
McDonald with assault and battery
with attempt to kill Jeremiah O'Brien, <
the father of the petitioner This order
was secured by counsel for the
petitioner when Magistrate Burnet refused
to issue the warrant requested
today. j
With Col. Holmes B. Springs, Second
infantry, South Carolina National (
Guard, in command of the local mili- ,
tary situation, orders have been is- ;
sued aimed to relieve as mnnv nf Hio
men in the seven local volunteer or- <
ganizations from duty as possible, the
arrangements being for one full company
to remain under arms at its armory
24 hours, while other companies
retain only a guard detail at their
armories, the rest of the men being
at liberty to return to their homes and
work, after a week of constant service. ^
These orders have been jssued to be .
effective through this month, under ,
the present arrangement.

support of the Wilson administration. }
Such insinuations, of course, are
much resented in official quarters and
emphatically repudiated. It is declared
that the note, when sent and made
public, will furnish aboundant proof of
the reasons why it has been prepared,
by setting forth the nature of the prac'
tices which Great Britain is held guilty
of and the detrimental effect upon
American interests and American
rights. The necessity for such a note
exists, it is declared, entirely independently
of the situation as regards Germany*

world markets for the United States,
if Congress approves Secretary Redfield's
plans, are outlined in a statement
by Dr. E. E. Pratt, chief of the
bureau of foreign and domestic commerce,
in discussing the department's
estimates of expenditures for the next
fiscal year.
A trade campaign, world-wide in
scope, is planned. American merchants
and Manufacturers are to be aided in
taking advantage of the unususual opportunities
now confronting them and
in preparing for the contest for trade
supremacy which is expected to come
after the war.

15th to December 31st, 1915,

School House Bond Tax.
An additional levy of 2 mills in District
No. 19, and in District No. 80
1 1-2 mills, and in District No G1 4
mills is made to pay interest on the
School House Bonds, and to create a
Sinking Fund for their final retirement.
Capitation Tax.
A poll tax of One Dollar for School
purposes is levied upon every male
citizen bewtecn the ages of 21 and GO
yeans, able to earn a living, except
Confederate Veterans over 50 years of
age.
Capitation Dog Tax.
A capitation tax of One Dollar is
levied upon each dog in the County.
Commutation Road Tax.
Road tax for 1916 is due and pay
able from January 1st, to March 15th,
1916, by every male citizen between
the ages of 21 and 50 years, who is
liable to Road Duty.
Fishery Stamps.
Fishery Stamps may be obtained
from the County Treasurer's Office at
any time. Persons ordering by mail
will please enclose postage.
Those who write for statement of
Ihcir taxes will please state whether
their property is all in one schodl
district, and give the name and number
of Districts.
