Quieter Last Friday Than Any Time Since Tragedy of Election Day 'MODERATION NEEDED TO AVERT TROUBLE Militia Was Still Ready to do Its Part in Case of Trouble. ^ Charleston.?Charleston is quieter and less tense tonight (Friday) than rt any other time since the executive ;mmiuec mooting of Uctober lb broke up in promiscuous gunfighting. No militiamen wore visible, though two companies of the seven heretofore on duty remained under arms. - Expected action toward procuring the ?} discharge or admission to bail of tho prisoners, Brown and McDonald, accur-ed by the police of being principals in the rioting and in an alleged conspiracy leading up to it, was taken by counsel. They are held by Sheriff Martin under commitment from Judge * Mendel L. Smith. So far the charges, against them are merely blotter entries at police headquarters. The law gives the police a "reasonable" time in which to apply for warrants. Sidney J. Cohen, the Charlseton Evening Post reporter killed in the affray, was buried Friday, following funeral services held at noon in Beth Elohim synagogue. Col. E. M. Blythe, who had charge of the military, under orders from the ^ governor, returned to his home in Greenville, leaving in command Maj. A. H. Silcox of Charleston. Col Holmes B. Washington.?The 28th regiment of infantry has been ordered from Galveston to Harlingen, Texas, by the War Department as a result of the renewal of bandit raids on Texas border towns. The troops will be used by General Funston to give added protection to small posts such as that at Oio Do Agua where three soldiers were killed and eight wounded yesterday morning in a bandit attack. The 23rd infantry, now at Jacksonville, Fla., in connection with the national rifle matches there, will be returned to Galveston, where it will be held in reserve for use on the border. Officials explained that the army was doing all it legally could do to check the bandit raids. The situation, they said,"was a civil one, under jurisdiction of Texas. Unless the Governor should formerly ask Federal intervention there is no authority for the establishment of a military zone and declaration of martial law. Many of the raiders live on the American side, officials believe. Army detachments guarding various towns may repel attacks but can not go beyond that without additional authority. As it is the troops are acting beyond a rigid interpretation of their power in aiding in pursuit of raiders.
