amendment to the criminal code of
1912 which provided that "in the county
of Charleston the county dispensary
board may sell beer in sealed

keg." This matter was brought
out in correspondence passing between
the Charleston dispensary board and
Gov. Manning made public by the governor.
He, in letters to the board, had

to any others than the Charleston
county dispensary is a plain violation
of the law."

Few men really think, although each
would deny the accusation. Although
man is supposed to he a rational think
ing animal, thinking is actually the

man's suffrage? It is the same with
the tariff, prohibition, the unions, the
Mexican situation, the European war,
in fact everything we have anything
to do with: How much more rational
it would be to hold up our judgment
on a question until we have had an opportunity
to study it from every angle.
Then for man opinion and stand
or fall by that opinion, until we learn
something of which we have been in
ignorance that rrjight change our
minds on the subject. Not to be open
conviction is pig-headed. Narrowness
is the bane of our whole system of
civiliization. Let your mind be open

Paris.?The violent artillery fi^hting
which has characterized the operations
in France for more than three
weeks is continued at a number of
places along- the battle line, according
to an announcement by the French
war office. The engagements were
particularly severe near Koclincourt.
The text follows:
"In the Artois district the enemy

trenches located to the South of tho
river Scarpe, in the department of Pas
De Calais. Our artillery responded
vigorously. There have been some engagements
between trenches in the region
of Neuville. Our artillery ha^
directed an intense and efficacious fire
against the German trenches to the

north and to the south of river Avrc,
an effluent of the Somme, as well as
upon Deuvraignes.
"In the Champagne district a German
mine was exploded yesterday to
the northwest of Perthes, but without
causing important damage. The
fire of our batteries resulted in tho
blowing up of several depots of German
amunition. ' a .
"There have been artillery engagements
in which both sides took part
along the heights of the Meuse and
between the Meuse and the Moselle.
This fighting was accompanied with
engagements with bombs and hand
grenades at Vauquois and at Eparges.'
