German agents, alarmed at the momentum
gained in the past few days
bv the movement tr* lend Cirent ttrit
ian and France a billion dollars to be
spent for supplies here, had instituted
a country-wide campaign against the
flotation of the proposed credit loan.
Some of these agents the commission
was informed were known as men
who had furthered the spread of the
German propaganda during the presence
in this country of Dr. Bernhard
Dernburg.
According to information which
came to the commissioner's attention,;
the German attacks o nthe propsed
loan was launched from the cover of
American citizens of Gerr|m parentage,
nativity or sympathies, although
in reality these citizens were not the1
prime movers in the agitation. The
attack included not only the negative
stand in refusing to participate, it was'
y?nrv' 1 *
'tHuucii, iiul emuraceu extreme measures
against any banks with GermanAmerican
depositors helping in any
way to finance the loan.
This campaign, according to reports,
contemplate- heavy withdrawals from
banks participating in the loan.
Another method which was reported
to be in favor with those opposing the
flotation of the loan was the proposal
to float a similar loan for Germany.
The amount of the proposed German
loan, the commission board, was to be
half a million dollars. It was design-^
fed, according to their information, not,
as a bona fide move to place that
great sum at the disposal of the Ger-1
man empire here, but purely as an I
embarassment to the Anglo-French,
commission. If half a billion dollars
of American money were tied up in
the loan, the proponents of the plan
were understood to believe it wouldi
make it almost impossible for Greatj
Britain and Franc? to succeed,
) A loss drastic method of attack, it;
was reported to the commission, was
the apparent intention of the pro-Gpr-j
man element to induce by persuasion
or otherwise every bank officer in the
United States with German blood in
his veins to oppose the participation
of his hank in the flotation of the loan
The movement, from what the commission
,oard, had its origin in the'
east and its greaVst activity in the
middle west. Although not so manifest
in Nov/ York as elsewhere, it was i
said the plan is by no means inactive
in that city. This was evidenced, according
to reliable reports by a flood
of protests to the Anglo French loan
made by German sympathizers to
some of the largest banks there.
Veiled threats, it was reported, have
often accompanied the protests and
certain institutions now planning to
participate in floating the loan are
already estimating the extent of the
losses fn deposits which they believe
will surely follow if the big loan is
floated.

* CAROLINA PEOPLE
The farmers of Florence will prob
ably use a great deal of ground phos
| phate rock instead of the acid phos
phate of commerce. This well knowr
ingredient of good fertilizer has beei
going up rapidly and is now almos
out of sight in the case of the averagi
farmer. The price of sulphuric acic
with which the rock is treated is th<
cause of the rise and that will not gc
down until the war is over. Experiments
at the Pee Dee experiment station
through the past two years indicate
that the ground rock is really a
very good fertilizer, and while the authorities
will not say on the basis of
two years' test that it is going to be
satisfactory, it is understood that in
the University of Illinois, where it has
been tested for 15 years, ground phosphate
rock and ground limestone rock
are the very best soil builders that
there is. ? . ?
Miss Stanley Nance, now of Con-,
way, spent Monday with relatives
j here. Miss Nance left Tuesday to en]
tor Winthrop College as a scholarship
student. Miss Nance, until this spring
was a pupil of the Mull ins school.?

The Rev. Howard Lee Jones, D. D.,
president of Coker College, died last
week in a hospital in Florence. The
well known educator had been in ill
health for several months and had
sought rest and treatmnet away from
home, hoping to recover before the beginning
of thenew college session on
September 23.

Gov. Manning will likely deal with
rural credits in his annual message to
the general assembly.
Cotton conditions during last week
were generally favorable, notwithstanding
the dry and unseasonable hot
weather. Cotton bolls opend rapidry
even to the foothills, and picking was
being pushed to a maximum.
The secretary of state has issued a
charter to the South Carolina Short
hand writer's association. The officers
are: John J. Brennan of Sumter, president;
J. W. Wingate of Georgetown,
vice president and treasurer, and Ernest
L. Allen, secretary.
