President Wilson's reguest to Austria
to recall her ambassador, Dr. Constantin
Theodor Dumba, has brought
about a situation which contains possibilities
of extending to other diplomats
of the Germanic allies.
Dr. Dumba used James F. J. Archibald,
an American bearing an American
passport, as a messenger to carry
a communication to the Vienna foreign
office. Although it has not been
called officially to the attention of
this government, the State Department
understands unofficially that
Archibald also carried a communication
for Captain Von Papen, military
attache of the German embassy.
Secretary Lansing said to day that
the American government considered
the sending of any communication by
the means of *vhicn Dr. Dumba used
an abuse of an American passport.
Officials refused to discuss the
situation further, but it is known that
the activities of the Consul General
Von Neuber, of Austria, and Count
Von Bernstorff, the German ambassador
are, again being reviewed by the
State Department.
Captain Von Papen's letter, which
was a private communication to his
wife is now on its way to the State
Department from London. Officials
said the fact that it was a private and
not an official communication
nid not alter the case. It is understood
that the writer made slighting references
to American officials.

Another document for which Ameri-1
can officials are awaiting is an enclosure
in Dr. Dumba's letter which re
ferred to negotiations between Consul
General Neubor and the editor of a
foreign language newspaper concerning
the bringing aabout of strikes in
the Bethlehem works and other war
munitions factories.
It was made plain, however, that although
the State Department has been
fully advised of the activities of Count
Von Bernstorff he was not involved to
the extent of Dr. Dumba. There was
serious consideration, however, whether
Captain Von Papen or Consul General
Von Neuber should be allowed to
remain longer in the country.
Archibald also carried a communication
for Count Bernstorff, but it was
a copy of a statement which had been
forwarded to the German ambassador
by Secretary Lansing.

Gov. Manning last fceek held a healing
on the extradition* of James A.
McNeill of Charleston, who is wanted
by Fulton county, Georgia, on the
i-harge of kidnaping his child. After
nearing all the testimony and agruments
by attorneys Gov. Manning said
that he would reserve his decision for
several days in the hope that an agree
ment might be reached between Mr.
and Mrs. McNeill.

Berlin, Sept. 4. (via London).?The
Gorman army engaged in the battle
for possession of the Russian port of
Riga has won another important victory.
Army headquarters announced
the capture of bridgehead at Friedrichstadt
on the Dvina, about 40 miles
below Riga. The Germans captured
37 officers and 3,325 men.

ASK FOR ASSISTANCE
ON THE DYE SITUATION
A committee representing the Master
Dyers Association, of Philadelphia,
headed by D. F. Waters, president, has
asked Secretary Lansing for assistance
to relieve the dye-stuff situation.
They declared no new practical methods
had been developed for the manufacture
of dye-suffs , that supplies
were about exhausted, and that the
situation could be relieved only by releasing
dyes now detained in German
porta.

Ex-Gov. Hanly of Indiana delivered
a powerful address at Heath Springs
last week to an audience which overflowed
the Baptist church. The music
furnished by the young women who
accompanied Gov. Hanly was also
greatly enjoyed by the congregation.

vote overwhelmingly for prohibition^
