The United States acquiesces in the ]
German proposal that a joint board of ;
experts fix the value of the Frye, 1
which will be promptly paid for by j
the German government. This was the 1
original American proposal.
But the far-reaching effect of the i
note comes in its acceptance of the '
German offer to arbitrate "the ques-j<

sinking of the Frye in so far as that 1
involves the interpretation of the ex- 1
isting traties with Germany. If the 1
German government agrees to arbi- 1
tration in the form suggested, it is believed

freedom of legitimate neutral com- <

United States government and tfie
liplomatic representatives of Brazil,
2hile, Argentina, Bolivia, Uruguay,
in'd Guatemala, have signed an appeal
iddressed to the leaders of all factions
n Mexico, asking them in the name of
lumanity and national patriotism, to
:ease their civil strife and assemble
i peace conference.
The action, taken after a two-hours
session, was not of a joint character,
Dut identical. An informal but unaninous
note will be sent expressing the
dews of the seven governments that
;he conditions of chaos in Mexico has
njured the prestige of the nation
ibroad and supplicating the Mexican
eaders and generals to make a supreme
effort to bring together all elenents
in the creation of a provisional
government that can be given woitdvide
recognition.

In Loving Memory.
Oh, how heart broken, and grieved
?ve were on the morning of the 31st
)f July 1915, when the black Camel of
leath visited our horn eand claimed
"or Tt's own, our sweet little girl, Iva
May. She was 3 years, 2 months and
5 (lays old. She was sick only a few
lays and her death was unexpected.
How we were grieved to part with her
She was a bright sweet child and was
oved by all who knew her. She was
in perfectly good health until a few
nours before she died. Oh, that sweet
^oice we used to hear so well is stilled
Oh, we can no longer embrace here in
)ur arms with her little arms around
:>ur necks and kiss those sweet lips
as we used to do. We can no longer
hear that sweet voice "Papa." We
hated so much to part with little Iva,
hut God loved her best and saw fit to
take hor tn livo with him in Honvon
She used to sing so sweetly when
she was at play with her toys. We
:an imagine sometimes We hear her
singing in her little stammering way.
We do kindly thank each and everyone
of our friends who so willingly
lided us during the sickness and death
of our dear little girl. We know that
little Iva is sleeping on the arms of
Jesus. She was laid to rest at the
forest lawn cemetery.

son Creek township was recently start
ed under circumstances which promise
to count much in the improvement of
lands lying along the run of the creek.
Some time ago the plan to incorporate
a drainage district at two locations
in that township failed. Recently

Washington.?Plans for helping the
cotton situation in the South were dis- *
cussed by President Wilson with W. I
P. G. Harding, of the federal reserve
board.
The president is preparing to protest
to Great Britain against making
cotton contraband. Mr. Harding made
recommendations for further steps
but refused to make them public. (
One plan under consideration is understood
to be the sending of an in- formal
commission to England to arrange
for the sale of surplus cotton.

Mr. J. M. Marlow, the head manager
of the large mercantile business of
Richardson Cypress Lumber &
Shingle Co., at Bucksport, left here
last Tuesday for Baltimore, where he
will buy a large assortment of goods 1
