Washington.?With the receipt last
week of virtually complete report on (
the torpedoing of the American steam i
er Lelanaw by a German submarine, i
state department officials began pre- 1
paring a note to Germany requesting
payment of damages on the ground
that the Prussian-American treaty of \
1828 has been violated. ;
A report from American consul ;
Dennison at Dundee. Scotland, i
brought to light the fact that the cap- \
tain of the Leelanaw attempted to es- i
cape, but submitted to visit and search (
after warning shots were fired. The;
right to escape, officials declared, is I
conceded by international law, only? t
repeated attempts to evade capture or \
forcible resistance being regarded as'c
affecting the case. j (
Unofficial reports that the German i
submarine commander was unwilling I
to jettison the cargo of the Leelanaw j
and to allow her to proceed as the
treaty of 1828 provides cleared up
doubt here on this point. The mate- \
rial necessary for presentation of a t
claim similar to that made in the case t

Georgetoman on Eastland. ^
Mr. Henry G. Gibbs, a son of Mr. ^
John G. Gibbs, was in the horrible ac- a;
eident in Chicago when over 1,000
people lost their lives by the overturn- 3
ing of an excursion steamer, says The
Georgetown Times. Naturally Mr. .
Gibbs was uneasy as to the fate of 1
his son and after several efforts and <
some delay he received a telegram
from the young man saying he was i
safe and unhurt. It is needless to say
this was a source of great joy to the
anxious father and all join with him .
in his rejoicing.
