President Wilson and Secretary Lansing, conferring at the White House last week, completed the new note to Germany warning her that the ( repition of a disaster such as that visited upon the Lusitania or any violaffu t *'0n American rights on the high * * seas resulting in loss of American I lives will be regarded as "unfriendly." It wa? dispatched Thursday. The note is in the nature of a final statement by the United States of the interpretation that will be placed by this government on future transgressions of American rights, and repeats that the American government will leave nothing undone to stand by the position it has previously declared. . Among the points in the new note I are: 1. The assumption by the United States that Germany, by declaring her submarine warfare to be a retaliatory measure against the alleged unlawful acts of her enemies, has admitted that the destruction of unresisting merchantmen without warning is illlegal. 2. German submarine commanders already have proven that they can savo <he passengers and crews of ves-j A. sels and can act in formality with the laws of humanity in making war on enemy ships. The American government real-' izes the unusual and abnormal conditions which the present conflict has created in the conduct of maritime, A war and is willing to act as an intermediary as between the belligerents to arrange a modus vivendi or any oth er temporary arrangements which do not involve a surrender by the United States of its rights. Washington.?The Mexican situation again came to the forefront with a conference between President Wilson and officials of the American Red Cross wit) have virtually anbandoned their campaign for the relief of noncombatants in Mexico because of the chaotic conditions there. The president's callers included Prig. Gen. C. A. Devol, general manager of tlm Red Cross, who directed relief work in Mexico; Ernest Bicknell national director, and Miss Mabel Roadman, a member of the central committee. Gen. Devol was to report on the situation. He was to tell the president that conditions are even worse than when he called upon the leaders to settle their differencs. Oilicials and diplomats were surpris ed over the reported action of Gen. Carranza in serving notice that he would not receive communications from or transact business with foreign governments which have no diplomatic agents accredited to his govThe effect of such action would be to cut off the Carranza government at Vera Cruz. from further communication with foreign nations having ministers resident in Mexico City, although it would not, it is believed, severe his informal relations with the United States as he is said to regard Consul Silliman at Vera Cruz as a properly accredited agent. o ? -n HOW'S THIS.
