The jushe tlce of such a procedure was recently >r_ passed upon by the Supremo Court* r\_ ?* west Virginia and the decision is so far-reaching that we have asked Ij. E. Johnson, president of the Norfolk and Western Railway whose road M' contested the case to briefly review the suit. "Such a law was passed in West Virginia in 1907. The Norfolk and ps Western Railway Company put the 0f rate into effect and maintained it for ke two years. Its accounting during these two years showed that two cents a mile per passenger barely paid the out-of-pocket cost and nothut jng was left to pay any return on he capital invested. The cooperative creamery at Clemson College continues to grow rapidly rnose farmers who arc patrons of jt are getting the largest possible profits from their cows. i ? - , , t The dairy division is now busy helping farmers in many parts of the state with their silo-building. It is not yet too late to get help. Remember that silage is the most and best economical winter succulent food for cattle. ?o THE VITAL PROBLEM OF AGRICULTURE By Peter Radford. There Is no escaping the market problem and tho highest development of agriculture will not bo attained until it is solved, for a market is as necessary for the producer as land on which to grow his crop. Governmental and educational institutions have spent $1S0,000,000 in the United States during the past ten years for improving soil production and improving seeds and nlants. but very little attention and loss money has been given to the marketing side of agriculture. The problem Is a raonumontal one and ono which will never bo solved until it gets within the grasp of a gigantic organization where master' minds can concentrate the combined i experience and wisdom of tho age I upon it. It is a problem Which the farmers, merchants, bankers, editors and statesmen must unite in solving. The Fhrmers' Union stands for all there is In farming from, the most scientific methods of seed selection to tho most systematic and profitable plans of marketing, but does not believe in promoting one to the neglect of tho other. We consider the work of farm demonstrators valuable and we ask that governmental and commercial agencies seeking to help us, continue to give us their assistance and advice, but we believe that their influence should be extended to the marketing side of our farm problems also. Wo cannot hope to develop manufacturing by over-production of the factory; we cannot build up mercantile enterprises by the merchants load-1 ing their shelves with surplus goods and no more can w? develop agriculture by glutting the market with a surplus of products. The j State, however, contended that the railroad was earning enough surplus on its state freight business to give a fair return upon the capital used in its passeuger as well as Us freight business. For the purposes of tho case, tho railroad did not deny this, but held to its contention that tho State could not segregate its passenger business for rate fixing without allowing a rate that would be sufficient to pay the cost of doing business and enough to give some return upon the capital invested in doing tho business regulated. This was the issue presented to the Supreme Court. Its decision responds to the judgment of tho fair-minded sentiment of the country. The Supreme Court says that, even though a railroad earns a surplus on a particular commodity by charging reasonable rates, that affords no reason for compelling it to haul another's person or property for less than cost. Tho surplus from a reasonable rate properly belongs to tho railway company. If the surplus is earned from an unreasonable rate then that rate should be reduced. The State may not even up by requiring the railroad to carry other traffic for nothing or for less than cost. The decision is a wholesome one and demonstrates that the ordinary rules of fair dealing apply to railway companies. The fact that one makes a surplus on his wheat crop would never be urged aft a reason for com* polling Mm to sell his cotton at less than cost. It would not satisfy the man who wanted bread to be told that its high price enabled the cotton manufacturer to got his raw product for less than cost In this case the court reaffirmed the homely maxim that each tub must stand upon Its own bottom/' . r FARMER MUST STRIVE FOR HUMUS IN SOU r\ i *? -- -- ueuuyeu vegetable Matter Saves Moisture and Makes Food Available for Plants , Clcmson College. Juno 21.?One of the important problems of the farm is to maintain a good supply of organic matter or humus in the soil. Humus wastes away in the cotton belt with comparative rapidity on account of the lohg season and frequent cultivation. It is harder for the cotton farmer to maintain a good supply than foi the corn belt farmer to maintain ar equally good supply. Organic matter works side by side with the farmer to help him accom plish what lie wishes to, The farmei wants to feed his crops so that the harvest will be bountiful. ' Even the fertilizers tha farmers buy and put into the grouni are generally useless during dr; weather until organic matter in thi soil dissolves the material by the wa tor which it contains. There cannot he too much humu; in soils. If one-tenth of the soil i: humus, it is none too much. The agronomy division of Clcmsoi College states that a crop of cowpea will furnish about one ton of veget able matter or humus. When onl ears are gathered,.the corn stover lei on an acre from a forty-bushel cro will weigh about a ton. Where cot ton makwes a bale to the acre, stalks leaves and burrs will weigh about ; ton. A good crop of oats, vvneat o rye will yield loss than a ton of strav to return to tho soil. These figure) give some idea of h<\w much humiu is added when certain crops are plow ed under. There is some organic matter ii nearly all soils, but it varies great l\ in quantity and in South Carolina i is especially lacking. Not a seasoi should pass in which a farmer doe! net add some humus to his soil. Prob ably the best and most effective method is by growing winter cove crops, including legumes, and turninj them under in spring and by grow in j summer legumes as companion crops This method will provide not only hu mus, but nitrogen as well. The agronomy division of Clemsoi College recommends for adding hu mus to the soil a cropping systen consisting of cotton, followed b> small grain and cowpeas , followed ly corn with cowpeas as a conipanioi crop. Keeping an adequate sunnlv of or ganic matter in the soil is as much o; a business proposition for the farm or as buying fertilizers. I On account of the conditions resulting _ from the European war only 179,000 -j pounds of seed wore imported betweeh j November 1, 1914 and May 15, 1915, and there seems to be little prospect t of more coming in before seeding time t this fall. This will result in only a small proportion of the normal supply t of hair-vetch being available for this I year's sowing. While the domestic h production of hairy-vetch seed has increased for a number of years it hah - not increased in proportion to the dell mand, and the price of the seed has r constantly advanced as its use has bet come more general, rl .Fanners. who have hairy-.vctjji growing are urged by the specialists. p of the department to save their "own ? | supply of seed this year so they may oe aoio to continue' the use of this s valuable crop. C> In harvesting the seed crop it should be cut with a mowing machine n when the oldest pods are fully ripe, s The wheels of the mower, as well as the horses, must not he allowed to y pass over the cut vetch as otherwise 't much of the seed will be shattered out p As the pods break open readily when - dry, the greates care should be taken in curing and handling to avoid Ei loss of seed. It can he threshed with i an ordinary grain thresher by lowerr ing the concaves sufficiently to avoid 5 cracking the seed. Yields of from three to ten bushels per acre of hairy - vetch seed may be expeced in addition to the rye or other grain with 1 which it is grown. A complete sepa; ration of the hairy vetch seed, from t rye or wheat, is best made by a use of \ a spiral separating machine known in > Ruropo as a "Schnectentrieur," - which is now manufacture^ Cor sale in ? this country. Kor local seeding, howi ever, a complete separation is not ncc? essary, and the desired proportions > of vetch and rye or wheat can be obtained by the use of an ordinary fanning mill.?Weekly News Letter . <1 ' j Nov; Weather Information. The relative humidity in the middle i of the day will hereafter be included > in the weather reports furnished daily , by the Weather Bureau to the news1 papers. At present observations of the relative humidity are taken at 8 o'clock in the morning and 8 o'clock f in the evening, but at these times - Iho temperature is likely to be much - lower and the relative humidity much higher than in the middle of the day. An extra observation of the relative humidity will therefore be taken prob ably at 2 p. m. 1 his additional information is expected to be not only of general intrest to the public at large, but of practical value in certain branches of manufacturing. The humidity of the atmosphere plays, for example, i an importan part in cotton spinnnjng, i and in many textile mills it is neces sary to increase it by artificials mean3 1 An observation of the relative humid ity at 2 p. m. wi! indicate much more accurately the working conditions , than figures obtained at the beginning or end of the day. o To prolong the blooming season of sweet peas, do not allow any seed pods to form. Start the cultivator going as soon as possible after each rain in order to retain the moisture. Every city home should have a vegetable garden. It is not too late in the season to begin one now.
