The days of tension here since the
sinking- of the Lusitunia, says a
Washington dispatch to the New York
Sun, have been also marked by the
culmination of Secretary Mryan's
scheme to make it impossible for the
United States ever to become involved
in a war, for within the last
week he has been able to announce the'
names of several Americans selected
to serve as representatives on the in- i
vest^gating- committees provided for!
in the Mryan peace treaties.
This has served to call attention to
the purpose of these treaties and has
led to consideration of what would be
the situation of the United States had

This is because the sole idea in the
Bryan peace treaties is to interpose a
long period of delay?a year in most |
cases?between the occassion of (lis-:
pute and its settlement in case it is
adjusted diplomatically.
The treaties provide that where a
dispute is not settled diplomatically it:
shall automatically be placed in the (
hands of an impartial joint commission.
which shall investigate all the
facts of the controversy and render a
report to both governments with in a
year or other specified time.
Then both governments shall be
free to do as they please about accepting
the commission's report or about
making a settlement. The treaties
provide that during the process of investigation
neither government shall
resort to hostilities or declare war
and in some cases the governments
are bound not to make any change or
increase in their armed forces during
the period of investigation.
It is Mr. Bryan's theory that after
a year in which to cool off and after
the facts of the dispute have been given
to the world neither govcrnement
will either wish or dare to in *oko the
use of force. It is his belief that if
every nation in the world would have
such a treaty with every other nation
war would be impossible.
Were ther now such a treaty with
Germany, however, the Kaiser could
return an absolute refusal to the demands
made by the United States in
President Wilson's note of last week.

there is absolutely no provision for
adjusting a dispute arising out of a

The surname court, in a decision
handed down last week, affirmed the
decision of the circuit court and allowed
the exhumation of the body of
Hello Pcreival, a former alleged notorious
figure in the Charleston underworld,
for purposes of examination.

Hello Pcreival, who died in Charleston
in December 1914, was supposed
to have died without heirs, and the
sinking fund commission entered suit
in escbeatment against the estate-.
Later two sets of heirs, one alleging;
that he was a cousin, and another

a sister, brother and nieces unci neph- ^
cws, entered claim for tlie estate,
which is valued at $50,000 in realty
j?nd personal property. The lattei sot
ot* alleged heirscippealed for an exhumation

ing fund commission and the alleged
cousin then appealed to tne state supveme
court to disallow such exhumation,
alleging that the mode of conduct
of iho deceased was such that
any marks that she might have had

The case has attracted statewide
notoriety.
