TWO BRYAN PEACE PLAN WOULD TIE HANDS If we Had Such Treaty With Germany, Issue Would he Deferred. The days of tension here since the sinking- of the Lusitunia, says a Washington dispatch to the New York Sun, have been also marked by the culmination of Secretary Mryan's scheme to make it impossible for the United States ever to become involved in a war, for within the last week he has been able to announce the' names of several Americans selected to serve as representatives on the in- i vest^gating- committees provided for! in the Mryan peace treaties. This has served to call attention to the purpose of these treaties and has led to consideration of what would be the situation of the United States had ^\Tv. llrvan SCllCi'PPflofl in imtfino- rlin -- * V ' ? ? ev wuwt, HIV| 0erm&n government to negotiate one I of the peace treaties. Germany is one > of the few of the great Powers which jlul no* take advantage of Mr. Bryan'si invitation. " * ' The cont usion generally reached) her is that it" one of tho^e treaties! WW U fi cp with Germany the po-j sition 01 ti>e United dttilea Vnn rei-, crencr to its demands for a cessation j of the kind of submarine operations! Which Germany lias been conducting would be one of absolute helplessness Germany would bo in a position to dis regard practically the demands ot the United States and to proceed with! impunity to attack as many Lusi-: taias as she pleased. This is because the sole idea in the Bryan peace treaties is to interpose a long period of delay?a year in most | cases?between the occassion of (lis-: pute and its settlement in case it is adjusted diplomatically. The treaties provide that where a dispute is not settled diplomatically it: shall automatically be placed in the ( hands of an impartial joint commission. which shall investigate all the facts of the controversy and render a report to both governments with in a year or other specified time. Then both governments shall be free to do as they please about accepting the commission's report or about making a settlement. The treaties provide that during the process of investigation neither government shall resort to hostilities or declare war and in some cases the governments are bound not to make any change or increase in their armed forces during the period of investigation. It is Mr. Bryan's theory that after a year in which to cool off and after the facts of the dispute have been given to the world neither govcrnement will either wish or dare to in *oko the use of force. It is his belief that if every nation in the world would have such a treaty with every other nation war would be impossible. Were ther now such a treaty with Germany, however, the Kaiser could return an absolute refusal to the demands made by the United States in President Wilson's note of last week. Thp dismif r? wr?ul/l (lion !m vr> to the investigating commission and the German submarines could proceed with their operations without any restriction, for in the Bryan treaties there is absolutely no provision for adjusting a dispute arising out of a contMining offense. Germany would have no fear of becoming < mlib with the United States rm the treaties provide thai during the period of investigation (Continued on Page Seven.) ?? ?mmxwmmmm i wp?w ww?N?w? mOTB SEH3fl??T1BSSSfl 1 IB I Beef and A Cattle are kept for two purpose! duction and for milk production. While Italy is confidently believed to be making final preparations to enter the war o nthe side o fthe allies, Austria, who would be the direct object of her attack, is with her German ally, attempting to inflict such a defeat j>n Russia that she will be abl<? to divert troops, if necessary, to meet b.ore new foe in the south. - , .? y President Wilson lasi week waited for a reply from Germany to tbc recent American note before making further representations to the allies on alleged violations of international law in their commercial embargo on Germany. Too many churches and too many ministers are causing cracks in the foundations of religion, William Howard Taft told the 63rd Ohio Congregation Conference. The wave of depression which has been sweeping England for the past few days following the receipt of war news regarded unfavorable, was checked bv the definite announcement Anton Keupferle, who claimed to be an American citizen who once lived in I form a coalition cabinet, together with of the decision of the government to i Brooklyn and who has been on trial I in London, charged with giving military information to the enemies of Great Britain, committed suicide ( by hanging in the Brixton prison.
