PREFERS DISTRICT OPINION
Daney Amendment to Compulsory
School Attendance
Measure.
After a long debate last week, the
State Senate refused by a vote of 22
to 19 to strike out the enacting words
of Senator Sinkler's bill to require
school attendance. The Laney amem
ment to provide for an election if
each district before the law shall become
effective therein was passed b>
a vote of 2.3 to 17. This amendmcnl
does away with the district exemp
tion provision contained in the origi
rial bill, that the law shall first go in
to efFect Statewide and be petitioner
out of 2i school district by a majority
of the qualified voters. Another am
endment phices the maximum limit o
the compulsory period of attendance
in rural districts at four months, am
further exempts children from rura
communities from attending school
in towns or cities.

A VIGOROUS SPEECH.
' ' ' ' '> !J
(N. Y. Evening Post, (Ind) {
Mr. Wilson went to Indianapolis to |
make a Jackson Day speech, and he L
made it. What he calls "the compel
ling- influences of the day" arc to be
seen in it from beginning to end. Indeed,
one is tempted to say that the
whirligig of time has put the present
leader of the Democratic party into m
the position which the leaders of the
Republican party so long regarded as
peculiarly tlieii own.. It is now the
Democrats that have done everything .
and the Republicans that have had no
better function than that of clogging J
the wheels. Apart from all this, how, n.
ever, the President ha dsome very vig
orous things to say abopt specific ques
tions, both of party discipline and of
public policy. On the Mexican ques- th
tion Mr. Wilson not only stood firmly >7
upon his policy of "watchful waiting"
but reaffirmed with an pmphasis that
might almost be galled white-hot t))?.k?
