All able bodied males between the
ages of 21 and GO years, capable of
earning a support, shall be deemed
taxable polls. All able bodied males
between the ages of 21 and 50 years
except ministers of the Gospel in actual
charge of a congregation, and per
sons permanently disabled in the military
service of the State, and persons
who served in the late war between
the States, shall pay an annual
commutation tax of ($2.50) same
being collectible at the same time and
in the same manner as the other taxes
are now collected.
