As has been freely predicted, Huerta found himself by the middle of last week at the extreme end of his row. As he saw no means of prolonging the struggle he had made so long to establish his dictatorship over he land of Mexico, he gave up the ghost and published his resignation, which was accepted not only by the chamber of deputies but by the entire civilized world. No event that ever happened was more welcome. The chamber of deputies accepted his resignation by a vote of 121 to 17. Francisco Carbajal was then appointed president, and took the oath of office at the joint session of the deputies i\nd senators. Huerta's resignation was submitted I through the deparment of foreign relations. It was read in the house and was greeted with cries of "Viva Hu erta." It then was referred to the joint eommitte of gobernation. After brief consideration the committees reported, accepting the resignation in the following terms: "Article 1. We accept the resignation presented by Gen. Victoriano Hu<-rta as president of the Mexican Unit ed States. "Article 2. J U Ol " dency." , A baliot was taken and the joint session approved the report. President Carbajal proceeded to the National Palace under an escort of presidential guards, and all along the way was greeted with tumultcheering. Huerta's resignation is regarded as a victory for President's Wilson's policy, in England, and is welcomed by the British public and officials as a possible solution of the Mexican problem. A peaceful end to the complex situation is greatly desired there on account of the large British financial interests in Mexico. Most of the Lon don newspapers, however, express doubt as to whether conditions will be any better under Carranza. The Pall Mall Gazette points out that if Carbajal surrenders to Carranza "it may soon be possible to exact reparation from Gen. Villa for the murder at Juarez of Wm. S. Ben ton, the Scottish rancher. The Evening Standard says: "The Washington administration has won A diplomatic victory. President Wilson has been persistent and patient in .his policy of non-recognition of Gen. Huerata, but it is likely enongh he will be met now by other obstacles just as hard to surmount as was Gen. Huerta's obstinacy. Y., July 17.?Mrs. Flor ence Conklin Carman, indicted today on the charge of first degree manslaughter in connection wit hthe killing on the night of June 30, in her doc tor-husband's office of Mrs. Louise Bailey, came back to her home and her family here tonight, temporarily a free woman. She was released for trial under .$20000 bail fifteen minutes after the grand jury made known its 1 finding. Upon the understanding that his client would have the right to withdraw her plea within two weeks and file a demurrer and a motion to quash the indictment on the grounds of insufficient evidence, Levy ^ entered a plea of not guilty. After the bail bond had been arrang ed, Mrs. Carman was led to an ante room and there she collapsed. "I can't talk," she said later to re- * porters. "I am too overcome. I still fail to understand why the grand jury declined to heed my plea to hear my story." While she was on her way home, District Attorney Smith reiterated that he had new evidence which might later lead to the finding of a superceding indictment charging Mrs. Carman with a higher degree of homicide. He sent detectives to a marsh about a mile from the Carman home to dig in a place an informant said he had seen a man bury a revolver the day after the murder. No revolver was found there, however. The district attorney also asserted that if certain clews were developed a member of the Carman | household would be placed under arrest as an accessory after the fact. Victory for President Wilson.
