THE NEW ROAD LAW.
! A Short Statement of What It Provides
For in Plain Every Day
Language.
The new road law which went into
effect recently, is not very well understood
by some.
The first section provides for tin
appointment of one man in each
township of Horry county, to be
known as the Township Supervisor,
and to hold ofVice until bis successor
shall be elected and qualified. This
moans the first ones who shall art
under the new law. Section 10 pro\
ides that on the last Tuesday in' Au
gust A. D. 1915, and on each alternate
year thereafter, the township
supervisor shall be elected in each

His term of cilice in each township
shall be two years from January 1st,
following his election. Each township
supervisor before entering upon
tho duties of his office, must enter
into bond in the sum of $500 conditioned
for the faithful performance
of his duties.
Section 2. This fixes some of the
duties of the township supervisor.
Annually, by the 15th of October, he
must ascertain the names of all perI
sons living in the township liable to
road duty, and file this list with the
; County Auditor in alphabetical order.
The Auditor corrects the list from
information in his office if necessary,
; and files the list with tho County
! Treasurer. The township supervisor
j shall have juridiction over the roads
; in his township, except as thereinafj
tor provided. He may let contracts
; for the working of all sections of
I roads, and for the construction and
I repair of all bridges in his township,
, except that where any bridges oxj
coed 15 feet in length, and contracts
i for working sections of roads costing
over $50, he shall co-operate with
the County Hoard of Commissioners
in letting the contracts. Such contracts
as the township supervisor is
, authorized as above to let out, shall
be to the lowest bidder, after such
I notice as ho may deem sufficient.
Section 3. This requires the townchip
supervisor to recommend to the
County Board what lie thinks is a
proper district or section division of
his township. He Ydiall appoint suitfor
road duty or not, to superintend
the road working in each of said sec;
tions. He may assign any person liable
to duty, who has not paid his
road tax, to work under any of the
overseers in his township; but he
cannot make a hand go to work the
road more than 10 miles from his
home. He may also hire hands to
work on the roads in his township.

the roads, and erecting and repairing
bridges, except as hereinbefore provided
in regard to bridges exceeding
15 feet in length, and contracts for
working of more than $50. He shall 1
personally inspect all work. He shall
approve all claims, which shall be j
presented to the county board and
paid out of the funds belonging to
his township. He shall not expend
more than the amount of his township
fund in any year, and shall not
furnish anything himself in the way
of material or labor.
Section 5. This provides that tho
township fund shall consist of the
township tax levy fixed by the Legislature,
for roads and bridges, tlie
commutation road tax for the township,
and funds arising from a local
special tax in a township, bond issu*.

supervisor shall bo $2.00 per day
for not more than 50 days in any one

Section 7. This requires the county
treasurer to place the collections
j as they are made for roads and
j bridges to the separate account of
i each of the townships. The treasurer
must make a monthly itemized
i report to the county board of the rc!
ceipts and disbuscmonts as to each
I township fund. Ho must keep a sep'
aratc ledger for these township ac|
counts. His report must show the
; balance which is to the credit of each
I township fund.
Section 8. The county treasurer
shall pay all claims for work, etc.,
| in each of the townships upon tho
county supervisor's warrant drawn
after the itemized bills have been apJ
proved by the township supervisor,
and audited and approved by the
