As to Goverment Seed.
I do not approve of the present
way of handliag the seed distribution
on the part of the government,
because I believe that many inferior
types of seed are purchased, and in
! many instances harm comes from
their distribution. I find the system
in vogue here, however, of alloting
to each Congressman a certain
number of packages of seed.
It is not my intention to send these
seed te newspaper offices or other
places to be handed out to anyone,
but it is my purpose to mail seed to
any white Democrat who cares
enough for a package oj seed 13drop
me a card, requesting me to send
them. If therefore, you wish t) receive
a package of either vegetable
flower seed and will notify me which
you prefer, I shall take great pleasure
in complying with your request.

Governor Blcase Appoints Carly lc

Not long since, upon the recom

received a letter, from O car W.

that the appoii tinent might

A copy of this lottcr must have

Dear Sir:
I have seen your letter of July

ville, S C. 1 would like for you to
imform me by what authority you
can change the Act of the Legisla
ure providing for tho appoii tment
of young men to scholarships
in the Medical College. Section 4 of
that Act of the Legislature requires
tho appointments to be made,' bub
doos not specify any certain requirements
at all, and I would be glad if
the faculty of tho college would keep
their hands out of affairs which are

all right for tho faculty to make reg
ulations whore the Legislature has
not interfered, but when tho Legislature
steps in and lays down its
restrictions, it would certainly seem
t") me that the faculty of the Medical
College would not consider themselves
bigger than the Legislature
which has created the college, and
try to over-ride the Legislature.
This young man was appointed by
me to a scholarship, and is entitled
to it, by my appointment, as Governor
of South Carolina, under the
Act of the Legislature.
Very respectfully,
Governor,
