The ladles have taken in hand the
matter of furnishing the dining
ro >m for the industrial school, and 1
a request will be sent broadcast to '
the women of Horry County asking 1
them to contribute to this cause.
To have a school of this kind in this
county means a great deal to the
future of the people and Dr. K. O
Watson needs all of the encouragement
and help that it is possibbe
to give in bis efforts . establish the
institution on a solid foundation.
There is nothing to which the women
of Horry County may contribute
that is more deserving. When the
fund has been raised the ladies will
select the furnishings for the dining
room and present them to Dr. Watson.

In a report to the county board
recently made by Senator H L Buck
some reference was made to the man {
ner in which the old board supplied
the criminal blanks, such as warrants
of arrest and bonds, to the
magistrates of the county. The report
stated that any magistrate
might go to any printer and get, ]
say, a dozen warrants, and have the
bill come to the county board, This
reference must have been intended for
the Herald job department, be- {
cause we had been furnishing these '
blanks to the magistrates under an '
arrangement with the supervisors,
and we had been doing this for quite
a number of years. The report goe9
on to say that the board would be i
surprised at the amount they might j
save the county by getting these I
blanks in quantities at perhaps half J

in the report evidently without full <
investigation and information as to j
the prices at which the blanks have <
been furnished, and the quantities [
needed, we feel that it would be an S
injustice for us to let it remain in 1
this light. A careful running up of
the figures for one year ending May 1
15, 1913, shows that we furnished to
the magistrates of Horry County in f
the criminal blanks used by them, ?
a total amount of $20 71. Again^we r
have sold a half qulrs just as cheap *
as a quire or a hundred, and the
prices have been the same as charged
by other printing plants in Colum
bia and Charleston. Now In what
quantities would the board bs able
to take these blanks from a printer?

As to these we have printed
one lot of 300 each in the past
two years, and the most of them are
on hand yet. The truth is that only
a small quantity of the blanks can be
used and eyen if a small discount
could be saved by taking them in
quantities, the county would likely
get more of the blanks than they
would want to keep on baud from
time to time, to say nothing of keen
log a man at the court bouse to parcel
them out to the different mogUbrates
or their constables. It is
well known that the board keep3 a
3lerk, but the pay allowed by law to
this clerk does not justify him in
ueping the oflice open every day in
Lheweek. When Joseph Todd was
dected as county supervisor the
9rst lime, he found that the criminal
blanks were being furnished bv
\ printer just as they are being furnished
now, and he decided to save
the county money by keeping the
blanks himself in the supervisor's
oflice. He tried it and the result
was that he quit it after a short
time and put the former arrangement
back in force. The main
thing is to furnish the necessary
blanks to the magistrates in &maJl
quantities at the times that they
need them and with as little troub e
to them as possible. They should
be allowed to order them by mail

so far as we are concerned the magistrates
have been furnished undei
the arrangements above referred U
as cheaply as it could be done and
as cheaply as it ought to be done
and the figures are plain for any one
to see.
