The Herald is informed by the
Rev A D Bitts, of tho Committee
having in charge the rasing of
subscription, and who has taken a
great interest in tho proposed Industrial
School for llorry county,
that tho committee has succeeded in
securing tho uum of $10 000 in subscriptions,
thus making the amount
tnat was required to secure the location
in this county. Tho committee
lias written trj T)r E O Watson
informing him of the above fact and
ai a result, no doubt, Dr Watson
will soon be in Conway making
preparation for the organization of
the enterprise. While the amount
required Las been subscribed, yet

further subscriptions, in order to
have a margin in case all of the subscriptions
should not be paid. For
a time it was doubtful that the
county could secure the school as

formerly. As to the location of the
school in tho county it seems that
the exact place has uot yet been selected,
though much has been said
that it is almost sure to go into Do#
Blull' township.

this season, will arrive
in Conway about June 25. He
coines direct from the tobacco
markets of Virginia, and will
ha vc several buyers with him.

Boy Scout Council Formed
The Boy Scouts of America will
soon l)o fully organized in our,town,
the Scout organization is controlled

Local Scout Council. This council
is composed of the following gentleman:

The committee met this week and
/ organized and made formal application
for the charter. Dr Chas J
E.jps, was chosen Local Coin t Commissioner
and Mr. Perry Quattlcbauin
hfis been chosen the Scout
Master to have charge of the entire
organization. Certain boys will bo
picked out at once to be trained in
Scoutcraft and by the end of the
present month all the boys of the
community will bo inyited to qualify
for Scouting.
The entire uumber of Scouts will
form a troop of Boy Scouts. This
troop wili be divided into three or
more patrols of eight boys each
with a leador. Tne Boy Scout
Handbook is on sale at the Conway
Drug Co , and Scout whistles at the
Km g-tnn Furniture Co. The other
So jug supplies will doubtless be on
sale In the various stores in our
town at an early date.

and Couhty Board of Commissioners:
Whereas we are informed that
under a recent Act of the Legislature
your board is directed to erect
a steel bridgo across Kingston Lake
at Conway;
And, whereas, tbe county authorities
have of recent years expended
a considerable sum of money in

above the reach of the freshets, as a
road of approach to the present site
of the Kingston Lake bridge;
And, whereas, the authorities have
also recently expended a considerable
sum of money in a permanent
ooncrete pier with a view of using
the same as a proper foundation for
a steel structure, which pier we understand
has been pronounced by a
competent bridge engineer, as abundantly
adequate to support a steel
bridge,
Wo, therefore, your petitioners,
tax payers and citizens of said county
respectfuliy petition your honorable
Board to place said bridge across
Kingston Lake at such a point as
will admit of the use of both the approaches
t > the present site and also
of the concrete pier referred to,
thus effecting a saving of several
thousand dollars to the tax payers
of the county, and also hastening
the completion of this much needed
work;
Ana your petitioners will ever
pray, etc.
The above petition was presented
to the County Commissioners by L
H Burroughs at their regular meeting
in June. Mr Burroughs stated
that 98 per cent of the people
whom he had had an opportuni-ty to
present it had signed it, Over
300 tax payers sigued the petition.
People in every township in the
county signed it.
The Court of Magistrate.
Magistrate Chestnut held court in
the grand jury room at the court
house last Friday to investigate a
peace warrant which had been
sworn out by D C Johnson against
D A Huggins and N A Huggins, in
which it was alleged that the said

the prosecutor was in fear of harm
from them. After ihe call of the
case, it wa?Jagreed that if the defendants
would enter into an agreement
not to bother or interfere with
the prosecutor, and not trespass on
the property of each other, Ac.,
that the Magistrate would continue
thv ?c&86 indefinitely upon good
behavior. Tnis arrangement was
made and nothing further was done
in the matter.
Tobacco Warehouse for Aynor.
Acting upon the suggestion, and
liberal offer of Burroughs A Collins
Company, the farmers of Aynor
and surrounding country held a
meeting on Saturday, May 18, for
the purpose of organizing and form
plant for the erection of a tobacco
warehouse at Aynor. The following
officers were elected:

Furman Glee Club Coming
The committee in charge of the
Conway Public Library has b? en
moit fortunate in securing the Glee
Club ol Furman University to give
an entertainment in our own town
next Thursday, June 13th. The en
tertainment will be at the Burroughs
High School Auditorium.
This will be a treat such as Couwav
has never had before.
The Furman Glee Cluo will make
a tour of the stato immediately after
commencement and will till a number
of dates. This will bo a rare
chance to spend an evening brim
full of fun and entertainment. Be

Appointed a County Commissioner,
So That Cat at Least is Out of the
I3ag.?The only Problem Which now
Remains Unsolved is Whether Mr
Mishoe was Working on a Salary or
a Per Diem?
To The Editor of The Herald
If Mr Commissioner McCaskill
thinks it of any importance, I will
say that he was appointed a County
Commissioner about January l(>th
1911, by Govenor Ansel; and that <
he qualified for duty as such six 1
months afterwards on June 17th, '
1911. I may add that no evidence
appears of official record that Walter
Mishoe holds any commission as
a constable or detective.
When Mr McCaskill was appointed ;
makes no diiierence; John and his ,
job are merely of relative impor- ,
tance* Whether he was appointed j
because he traveled parts of the
county to talk against the present
Tupervisor and traveled part of the
time with Senator Spivey might be
relatively important,to.),as indicated '
sufficiently ?or all political purposo, |
that this Johnny was appointed to j
handicap in office a man he personally
disliked and to aid Senator
Spivey in the official obstruction of
a good Supervisor's useful and energetic
labors.
But, whether he was appointed
for such a purpose or not, Commissioner
McCaskill has finally succeeded
in completely tangling up
those parts of the County Commissioners,
office not before sadiy confused
by.freak legislation.
He has stopped the work on Kingston
or Lake Bridge for other than
useful public purposes, as soon as
he got an innocent bystander appointed
to aid him.
He has paid out six hundred and
fifty dollars of the public funds of
Horry without receiving an houi
work or a postage stamp for the
County in return?aided also by mis- 1
led bystarder; and he has no answer
ready to the public charge of having
done so unjustly and illegally.
He has made himself, instead of
the courteous explaiuer of just official
acts, the public mouthpiece of a [
gang of discredited politicians, almost
dirty and venemous enough to
satisfy them but the bystander
aforesaid will hardly help him here.
As such mouthpiece, he misstates,
among other things, my connection
with theBoard of County Com mis- ,
sioners a tion on the Walter Mishoe ,
claims.
He knows that I have said time

Mishoe claims were not in the proper
form to be considered by the
Board, that when th3y were put in
form, then the question of their
payment would come up. The old
Board would probably have disapproved
these claims if they had had
jurisdiction to do so.
Knowing these things, Ceinmissioner
McCaskill's efforts to state
them leaves a contrary impression.
But outside of that he is careful to
controvert and d^ny anything else
except the plain law and facts as I
have stated them.
Justifying bis own official acts
does not appeal to John; for him
it is to cuss. It is an ord^r To
have bim welded to the machine, to
h ?.ye him tamped smoothly in to the
re pvisibilities and mysteries of the
cnief machinators, he is commanded
t) tight Van Norton.
Fighting Van is the highly prop.iv
and accustomed initiation into tho
chief places of the machine. Every
grafter, official shirker and time
server in and out of office in Horry
county?and John (aho, I hope, a few
that are none of these), tind it their
duty to tight Van. It has become a

for something, know who is catering

I have been of considerable service
to the machine first and last in

they themselves seem to be fooled
by John's ability as a phrase mak:

We the Grand jury herewith respectfully
submit our final report
and presentment. We have passed
on all bills presented to us, and
have returned them to the Court.
In our February report we recommended
that the County Commissi
>ners co-operate with the Supervisor
in the completion of a Steel
Bridge over Kingston Lake.
We ,irn sorrv to inform tho Court
that nothing has been done on this
work since lust Court, and that
there is nothing in Horry County of
any more importance than the completion
of this bridge.
We are glad to note, that the last
two terms of court there has been
but, one case of violation ot the Dispensary
Law.
WTe aro also glad to note, that,
thi r ). arc now being erected, with
funds to erect. twent3r now school
buildings in Horry County this year.
The committee appointed by the
grand jury to investigate the County
cilices tioshe to submit tho following
report. As the books in the various
cilices are not closod until July 1st.
we have not balanced them but have
checked over the entries.
We first checked througn the
Clerk of Court's otliee Wo found a
record of all moneys received and
tho Treasurer's receipt for all money
that went into his cilice. We found
that tho Pension book is kept very
nicely and simple, receipts for all
money paid to the parties receiving
it and at the end of tho season what
monej was ieft in the cilice, was
sent to the; Comptroller General's
cilice. Wo find receipts for all
money paid out. Wo find tho Clerk
makes nis monthly report t,o the
Treasurer, but has taken some receipts
wiihout requiring the Treasurer
to date them. We think the
ofiice is very nicely kept.
Probate Judge
In the Probate Judge's oilioe. we
found the work and records in fairly
good shape. The Probate Judge
produced a receipt from the Bank
for the amouQt of rnony his b(.oks
show he has on band. We iind he
has taken a receipt from the Count3r
Treasurer that was uot properly
written, after calliug his attention
to it, he had it properly idled in. He
produced the various books tho lawrequires
his oilice to have. We
iind some improvement over the
former Probate Judge.
Auditor
The Auditor keeps a vory neat stt
of books. He has his work arranged
systematically. We think that there
are people in Horry County not
paying income tax who should.
We ask that the Auditor look
closely into this matter.
Superintendent of Education
We checked through the Superintendent
of Education's books,
found some clerical errors but they
were corrected. We found a simple
set of books, so arranged that each
school's aect showed what it had appropriated,
from what source it
came and to whom paid.
Sheriff's Oflice
In the Sheriff's cilice we find that
the books are not kept as they
should be, The Sherilf admits it,

keep thorn bolter if he had more
time." We find uncollected tax executions
in iho Sheriff's ollice for
the years 1901. 1902, 1904, 1905,
1906 1907, 1908, 1909 and 1910. For

$540,02 in uncollected tax executions

$202,83 Alter crediting him with
rxeculions he says he has out. We
did not tirid enough executions to
pay these amounts if he had credit.
Wo recommend that the SherilT give
to the proper otlioer the executions
he cannot and has not collected,
take his receipt for same and if he
cannot produce enough to pay for
the amount the Treasurer has him
charged with, that he be required
fro pay the dilYerenco to the County
Treasurer at once. We further roe
ommend that the SherilT make a
settlement with the County Treasurer
onco each year and not lot the
uncollected executions stand inditi
nately as they have been. Owing
to the fact, the SherilT is so badly
bohind with his work, we find it impossible
to make an in'e'ligeni

been checked out by A C Murrell,
Supervisor, for material and freight

We find the books kept neatly,
a record of all monies received, and
a receipt for all paid out We find
in Banks to the credit of Horry
County $10,011 00 to be expended
for school and ordinary County expenses

We find the shortage of $1,087 55
of ex-Treasurer J N Jenerette reported
by Comptroller Genera 1 has
not been paid. We recommend
that the proper officers proceed at

Conditions of Roads
Reports have come to us from different
parts of the County of the
bad condition of the roads Some
soetions havo nob had any work
done on them in over two years.
We urge that the Supervisor see to
it that his overseers at once do the
work the Law requires of them.
We recommend that the Supervisor
furnish the Grand jury at the
next court iteinixed statements of
all credits from the poor farm.
We desire to express our thanks
