many others that I could mention
but space forbids.
Local Legislation.
As to county legislation we have
done but little as yet, but I have
been thinking a little about a few
matters among which might be mentioned
the financial condition of the
county, although we are not in possession
of the facts demanded by the
grand jury last fall; county rural
police system, compulsory attendance
at school, combinations that
ire formed to oppress, etc. Some
people wanted hawkers and pedlars'
license raised I wish to say that I
made an effort last year aod did suc;eed
in getting the County Commissioners
to raise the same. It is,
is the law now stands, in the hands
?f the County Commissioners to
nake the license $500 if the people
vant it so made. Just see hoComnissioners
and they will raise it.
if thf?v will not I will take the matter
up later.
In Re the Road Law.
In regard to the road law of Horry
jaunty, both of the other members
>rm Horry think it all right, and a
land who does not wish to work the
oad or intimates that he wishes to
jay the commutation tax, cannot be
jompelled to work and any attempt
jy an overseer to report or prose
u'c said hand Tor not appearing
vill be futile; but at next taxpaying
.hereafter in the fall he will have to
iay three dollars. Therofore let me
usist upon all overseers aud road
lands to try and understand this
natter well and avert difficulties,
;umult and friction. I wished to
nake some little alterations but my
:?o friends here do not think it advisable.
Build Up Your Fences Now.
Another matter is the law in rejard
to the fences in Horry county
hope the people will remember that
his is the year tlfC people must
lave a good fence or n ?ne. Tnere
vill be no more legislation upon this
mbject and I trust all loyal citizins
n appreciation of a square deal to
ill will build good fences and avert 1
he common difficulties which poor 1
?nd bad fences is the result. Now
f y u wi-h fences, let's have them 1
id get right at making them If
ou djn't the very first thing you
now some one will have you re- .
>>rted and then, and now until :
neu, will you realize until too late
l^e truthful saying, "That ths way

lake it easy by doing right and

Gov Blease Crriticised.
Another mutter of considerable
comment is the startling or radical
move of Gov Blea9e. On February
10th the commissions of every notary
publi-3 in South Oarolina will
be revoked and until new appointments
are made there will not be a
notary in the State. Tnis, I think,
almost a calamity, as there have
been many, many in the past few
weeks or years who have paid in
their $3.13 to be commissioned, now
they will have to meet same expense
again to be recommissioned as a
notary to meet the needs of their
several communities.
We are looking forward for the
next legislative week to be one with
a heavy calandar, and expect to dispense
with a great deal of routiine,
work; and, as the senate has already
agreed, try td have only a 30 days'
session and quit.
In Conclusion.
Now. in conclusion, I would like
to sey that a great many people
thought that a high levy would be
imposed this kession, but my two colleagues
will have to been converted
if Horry county gets what it needs.
They don't talk of favoring any
levy, it seems now, but owing to
the indedtedne98 of Horry, made, I

visor and County Board, also the
need for better roads, it set-ms to!
me we will be obliged to make some',
provi i ins. I don't think the Board
should venture so far beyond the
avail able means for this purpose,
which brings debt and extra expense
on the county necessarily
making or forcing high taxes.
I trust to be able at a later date to
give better information along legislative
lines and more definite results
of this sitting.
Would be glad for any information
from interested progressive citizen**,
and with a desire to serve all
faithfully, I beg to remain, a servant
of all, obediently yours,
M M Stanley.
