The Herald has by far the largest , - - J 1 1, town, county auu singulation of any newspaper circulating ( in Horry county. This is no idle claim, but is the naked truth and ( backed up indisputable evidence. Those claiming to the contrary are , invited "to make good", or foreyer horearfter hold their tongues. The State of South Carolina ' should exhaust every resource at its command to apprehend and * bring to justice Bigham and A vant, 1 convicted and sentenced to the peni- 1 tertiary for three years each for the sensational murder of Mrs Big- 1 ham, wife of the former, at Mur- ( rell's Inlet last summer. Up to the 1 time of skipping his bond, Avant 1 had the sympathy of most of the ' people iu this part of the S.ate 1 for it is generally believed that at c the time of the shooting Avant was * in such a state of mind as to raise a ' reasonable question of his moral I and legal responsibility at the time * the act was committed, The cir- * cumstances surrounding this crime indicated that Bigham planned well * and the plans were carried out in a 1 way that he intended they should c be. Had Avant given himself up 1 he doubtless would have been par- 1 doned ere this. 1 j HOSPITAL FOR CONWAY. I A year or so ago Dr J A Norton, 1 a leading physician of this place, 1 having a large practice and an ex tensive and varied experience, made an excellent suggestion through the | columns of a newspaper published i at Conway, not the Herald, in refence to the establishment of an up to date hospital in Conway where the sick and those suffering from injuries received in accidents could 1 be taken and receive better attention , both from the doctor and the nurse than could be received at home. The reasons for this contention are too obvious and toe well recognized as 1 facts to need any defense at our hands, We thought then, that in 1 order to give the patient the quickest and the greatest amount of re- k lief at the least expense, a hospipal at Conway was an absolute ne- ] cessitv; nay, that such an institu- J tion was imperative for the proper treatment of -aggravated cases. In view of the fact that so many of our jjcupuj uiu IU elsewhere for treatment is positive proof that the position of Dr Jamie Norton was well taken and timely. But, somehow or another the suggestion of the Doctor unfortunately seems to have fallen flat as neither the profession nor the public so far as known have given this very important matter but little if any con sideration, certain it is that no tangible results have followed the suggestion. Our only object in calling the attention oT the public to this matter is the hope that all might thoroughly realize the importance of the situation and come together and tuild and (quip an up todate hospital at Conway. 1 ? ^ THREE GOOD MEASURES. | There are several propositions up I to the business men of Conway, any 4 one or all of which are of the utmost importance to the development of Horry, and all of which are legitimate subjects for criticism and all should be calmly and dispassionatoly discussed. The first of these, is Senator Spivey's good roads proposition, which, in this writer's judgment (who is a non property holder) isthe most important of them all, because goodcouutry roads leading to the J county seat will be a big incentive in drawing trade this way and as B the county seat prospers that pros- I perity will, like the sun rays burst- j ing through the clouds, permeate | every nook and corner of llorry I county and we will all rejoice in the 3 sunlight of prosperity, This proposition calls for a bond issue of $100,000. A8 we understand it this will not necessarily increase the tax levy nor raise the taxable values as it is claimed the 2 mills tax, which cannot now be used for any other pur pose except for roads and bridges, will be ample for tb is purpose, [n other words, we are now paying mills for all county purposes, 2 mills of which can only be used for roads and bridges. These 2 mills, it is claimed, will be sufficient to meet the interest and leave something to go toward a sinking fund to meet the principal, at maturity, This proposition is the first to be considered bv the people, because it will c.ime before them first. Under the Act this proposition is to be voted oi? at the General election in November. Doubtless at the proper time Col Spivey will fully explain this Act to the satisfaction of every intelligent elector. The next of these propositions, and the one which effects Conway alone, is that one which proposes to bond the town to is full constitutional limit of 8 per qent of its taxable values as shown on the tax books for water works and a sewerage system. This, it is estimated, will raise something in the neighborhood of 185,000 or $40,000. rhe people have twice before voted t-hese bonds but from some cause nr another these bonds were never nlaced, the wishes of the people ,wice expressed through the ballot ailed in fulfillment and their hopes miscarried. It is to be hoped, howjver, that should the election be leld and the bonds carry that they vill be sold as soon as an advantageous offer is received and work on ,hcse municipal improvements will ne commenced as early as practical. The third proposition to which he attention of Herald readers is nvited is to give financial support to >ne of the several railroad projects proposing to make Soutbport, N C., ts water terminus as au inducement to build through Conway, /Ys far as we know the people who nave this matter in hand have so 'ar given out nothing for publication hence we are not informed in regard to their plans.
