books of the County Auditor
will be opened for the reception of
tax retinas, on January 1st, in accordance
with the advertisement of
that olliee now running in the columns
of the Herald. The levy this
year for tlorry- is extraordinarily
high as high as it was in the palmiest
days of radicalism, amounting
to something like 20 or 21 mills, inchiding,
State, ordinary county
and special levies. This is a hardship
upon many but it must and will
be collected through one channel or
another Ttierc is no getting around
this fact.
It is also a self evident nronnsifinn
that there is something wroug with
^ the tax machinery of th) government.
There must oe something
radically wrong some where that
needs the attention of the solous
who go to Columbia to correct tho?o
wrongs is far as in their power
lies. It is conceded by all that it
tV*es a certain amount of money to
meet the running expenses of the
county and State governments and
most of us l ay our share of this
amount with good grace, if not
cheerfully, because we recognize
this a duty necessary for themainle
* nance of constitutional government,
but most of us insist that the burden
. ^ of taxation should fall tho heavest
upon those who are more able to
stand it. It is a well recognized fact
that a perfect system of taxation is
impossible but it is also recognized
that taxes can be equalized so that
the burden will fall upon all more
evenly than it now does.
Tn the tirst place all property
should be returned at its actual value?100
cents to the dollar, and not
at t>0 per cent as now is pretended
to be. If property is worth one
dollar to an individual then it U
reasonable to conclude that it is
worth one dollar to the government
as taxable values. But even at the
GO per cent rate, we make the assertion?we
state it as a fact?without
fear of successful contradiction,
that there is a large quantity of
taxable property in Horrv which
escapes taxation, and for that
matter we need not go very far
from home to find fault with our
neighbors and parade their shortcomings
before the public, for we
are equally, if not more so, guilty
as they, right here in Conway,
there is more property than there
should be which is returned at nothing
near its true value, It has
not been so very long ago when real
estate was lumped togeihor and returned
for taxation in a body on
the basis of woods, or worn out old
field land and town lots by the acre
instead of as lots, and that at the
lowest valuation. By this sv.'tem
much property escaped its share of
taxation making others bear that
burden which ii should have carried
itself, by necessitating an increased
^ levy instead of decreasing it. It is
estimated by persons competent to
express an opinion ou this subject
that the amount of property in
Horry which escapes taxation from
one cause or another aggregates
a very large sum
As we have already said it requires
a certain amount of money
to meet the annual expense of the
government and this amount has to
be raised some way or another, A
lower levy and a higher valuation
/ will meet the ends of iustico and
equity better than a low valuation
y and a high levy because it will make
private individuals and corporations
who have pay their just share of
the expenses of the government
while it will relieve those who have
but little from paying more than
they ought to. Besides it does not
look well for the wealth of the
county. It conveys a wrong impression
among the home seeker aod
those who have capital to invest

cation and then not exhaust it, but
wo will leavo it to those who are .
