damp and gloomy prisons of Spain
in the days of the Inquisition.
Such a condition is a dark* blot rtpon

a stiking illustration of man's inhumanity
to man. No blame what ;
ever has so far been attached to the
management of the institution, for
it has developed that Dr Babcock,
the Superintendent, and his stuff
have done all in their power to improve
conditions under the circumstances,

where it rightfully belongs?upon

for its failue to provide adequate
means for furnishing the poor
unfortunate inmates of that, institu
tion comfortable and clean rooms
and not crowd them up like so many
