Warrant - Witness Whipped and
the Lives of Others Threatened.
Intense Excitement Prevails.

Columbia. April 22./?An ugly situation
has developed at Soranton, Williamsburg
county, on account of an alii davit by It
11 Cannon, an insurance man, 1* M Lee, a
merchant there who insured ids stock for
$ 1 000 is accused by ids own brother U
L Lee of Charleston of incendiarism to
get the insurance. Evidence is also tending
to show that Lee hauled ids stock out
before the lire.
It L Lee says the goods belonged to him
Allldavits tending to show that PM Lee's
clerk, C P Johnson, applied the match,
Lee and Johnson settling up in the
bushes.
Lee is also accused of firing tho store
of Banker Y/inslow Wright.
Late last night Charlie rate, a negro
witness was severely beaten in the rear of
Johnson's store by his brother Bert Johnson.
It is alleged that Lee was carrying
a six stu nting shot gun and threatening
the lives of witnesses.
The Mayor wired the Governor, who
replied advising him to call in the Sheriff
and arrest all making threats.

There is considerably excitement in Scran
ton today, and there was yesterday over
tho whipping of the negro Charlie Tate
by Bert Johnson, a white man of prominence
in that section, and his brother
Charles they using a pistol as a persuader.
It is understood that there are special
deputies in Scranton making Investigation
into t lie recent fire in that town which
burned the store of Pel/.er Lee. It seems
tlint this negro was one of the witnesses
summoned hy tlie deputies and that lie
had made statements which reflected on
the Johnsons or one of them, and that
he was marched by Bert Johnson to their
store and there well thrashed so that medical
aid had to be summoned, but lie is
not in danger of death. Bert Johnson
was put in the guard house and he is still
in the guard house.
The Mayor wired the Governor that

in danger of their lives, and the Governor
wired back to take out warrants for

Sheriff preserve the peace
One dispatch says that the negro Tate
is well thought of but the Times is advised
that' the negro is a bad one and that
he is not a creditable witness and is h dangerous
negro. The town seems to be
divided in the matter and excitement
runs ldgh.

have not audited the report, but our
special committee will do so and
make report at next term of court,
together with the other matters
now under investigation but not
completed. No reports were submitted
by the other County ollicers
heretofore recommended.
We commend the efforts of the
former Grand Jury in attempting to
introduce and install a system of
books to be kept in each of the offices

co-operate with our present committee
in carrying out the plans contemplated
by the committee of the
former Grand Jury, which will, in
our opinion, prove very satisfactory
to the tax payers }n general, as well
as a protection to the oflicers themselves.
We have investigated the county
jail, and we find it in a most deplorable
condition. First we find that
the first floor on which the jailor
lives, is in fair condition, except
that we find that at the foot of the
stairs corn, hay and harness are
kept. On the second floor we find
the toilet is broken up and out of
* use, while nearly a tarrel of disinfectant
which is leaking and
staining the floor and ceiling.
There is also and old can filled with
filth and trash. The cells we find
unfit for the use of any human being
and we are reliably informed by the
health officer that a man died of
consumption in one of the rooms
which has never been fumigated uor

is leaking badly, and adds to the
bad condition in which wo find the
county jail. In this connection oui
information is that there is some
difference of opinion as to the dis
position of chain f?ang prisoners, anc
especially those who are sick, anc

place for these prisoners when it
reach of the county seat. We re
