"How about all this annexation
scheme concerning which we hear
so much talk about these days?"
was the question a Rerald reporter
put to Representative Stanley the

"Well, I will tell it as uear as I
? cau," was the reply. "1 think it
,l g?was during the first week of the
wieneral Assembly that certain members
of the Marion delegation as?ced

into a committee room for a conference.
At the appointed hour we
met tho conference, and also mot au
able, and a seemingly well satisfied
crowd of earnest men from Marion
Besides that part of Marion delegation
which met, there were some of
the most distinguished laywers of
the Marion bar When this distinguished
body made the proposition
to give us [Horry] Wood berry township
as a gift and annex it to Horry
county, T was startled, not having
been sufficiently informed as to the
reason for such liberality on the part
of our Marion friends, and as regards
the state of affairs in Marion
county in reference to the new
county plan. These gentlemen were
anxious in extremes, claiming these
people of theirs wanted to annex to
cur county as a matter of business,
expediency and position; also claiming
that this township would be a
valuable accession to us, aud would
add one hundred and lifiy thousand
dollars worth of valuable property
to Horry county. They also otlered
as an inducement to build a good road
through the swamp on the Marion side
to, and half the expense of, a bridge
across the Little Pee Dee into Horry
We, the Horry delegation, did not
understand what was up, and I was
much perplexed to know what these
* distinguished men wanted. This
was in the morning, and I asked
these gentlemen to wait on me until
4 o'clock in the afternoon; that I
was not prepared to commit myself
to t.heir demands until I could look
further into the matter.
"During the interum I informed
myself and found out the whole
scheme. I went to the Comptroller's
office and found that the actual
value amounted, both real and personal,
to about $20,000; that there
were about forty or fifty voters;
that most of*this land was oveflowed
by the Pee Dees; that these lawyers
could not vouch for road building
when this matter was handled
by the Commissioners of Marion
county; that this was an attempted
handicap for Horry's delegation in
order for Marion's sharp lawyers to

their own people in things they
had promised them in regard to the
new county of Dillon.
"Now, I wish to say that after ununderstauding
matters the scheme
fell flat with mo, and could say no,
because I did uot the river bottoms
? and yind hills of Woodberry townstnpjw)
defeat those sincere upper
y??ople in the new oounty. And,
a. ain I did not want it said, 4y?u
conspired with town lawyers and
accepted old sorry lands to keep
good, sturdy cltitizens from executing
a plan agreed to by these same
shrewd fellows at first, if I was
rightfully informed; and, further, I
did not want to interfere in a local
matter that wholly belonged to
Marion people to settle. For these
and other reasons, I still oppose the
annexation of this territory. We
would not object, however, to having
some of Marion's industrious
sterling citizens, but we do not

"Upon this understanding, how
ever in the conference when we
weut into the engrossing depart
menfc to get some bills in preparation,
among them was one framed
by one of Marion's delegation and
Horry's delegation, entitled * * *
One of our delegation denied being
the author and said it was forged.
The force of this bill was to have
the Governor to order an immediate
election for annexation and that we,
the Horry delegation favored the
scheme. We pigeon holed the bill
and this matter, as I thought, was
dead, is the reason I had no expla
nation abcut it.
I, as a private citizen, do no think
there could be any good in annexa
#tio,^of the low grounds between
the mouth of the two rivers. It
this event it would change a natura
boundary of the grand old "Inde
pendent Republic of Horry. And
again, I think it would be wrong t<
tamper with other poople's busi
ness.

Base Ball.
The base ball season practically
opened in Conway last Friday, when
the Conway Rattlers, a juvenile
team of excellent material and great
promise, and the Burroughs Graded
school, crossed hats at Base Ball
Park that day. We understand that
active efforts will soon be made to
organize a strong team here for the
coming season. It is admitted that
Conway has some No 1 b.vseball material
and with proper coaching and
faithful practice she can send out a
bunch that can hold its own with any
amatuer nine in the State, The only
trouble heretofore with the Conwav
team has been the want of elective
coaching and intelligent practice.
This waut has been painfully observ
ed in nearly every game played by
tuemr last beason both at home and
abroad, more especially those abroad
when at crucial poipts the use of a
little judgment would have turned
the tide of battle in their favor. We
hope that if the team is organized
it will profit bv the experiences of
the past.
The contractor is at work on the
front of the new building for Conway
Drug Co The front is being
built of beautiful pressed brick
about the same color as the big
store.

The rai road commission held a
meeting in Conway this week and
heard a number of railroad officials
and eitizeus on additionab1 passenger
train service. It was suggested that
another train be put ou the Atlantic
Coast Line to leave Conway about
5 a. m., and connect at Cfcadbourn
with the eaily westbound train for
Columbia aud points southwest,
ind returning reach Conway about
11:30 p m, making the inbound
connection from evening trains at
Chadbouru. At present they onlj
have 0110 passenger train daily,
leaving Conway about 11:30 p m

train daily, leaving Conway and

and that at 1:15 p in., thus

annexation of Wbodberry township
to Horry had not made their report
to the governor when last seen by
the Herald reporter. The survey
had been made by the survoyor, but
the surveyor had not reported to
them the acreage of the territory
proposed to be annexed to this
county. The duty of the commissioners.
as we understand it, is to
accertain the area, population and
wealth of the territory which is to

proposed line and they make such
suggestions to the governor they
may deem wise and proper. It is
well understood that the schotne
had its beginning at Marion court
house where the people aro opposed
to the formation of the proposed
new county with Dillon as the county
seat. With Woodberry township
annexed to Horry the territory of
Marion would be so small that the
constitution would not allow a part
of it to bo taken for a new county.
Mr Sessions states that in the olec
tiou on the question of annexation
the majority of the people of Woodberry
township will vote for it.
Gov. M. P. Ausel has stated that
he will not order the election on
the question of annexation until after
the Dillon county matter has
been disposed of. Since this matter
has come out in the newspapers
there has been much talk about it.
Some express themselves against it,
while there are those who favor it,
aud still others who seem to have

to the Herald that Woodburry township
is not worth very much to any
oounty. It is not very thickly settled
and most of the territory, we
are told, consists of swamps and
overflow lands of very little or uo
value.

The Case Dlamlaaecf.
There was an item la9t week to
the effect that Joe Languish, a young
white man, had been lodged in jail
on a charge of attempting to derail
a train. He remained in jail until
the latter part of the week whon he
was given a preliminary hearing before
Magistrate Swe t. After tak|
ing the testimony, the magistrate
held that the logging road of the
Kanawha Lumber Corporation was
not a railroad in the sense of the
statute, and also held that there
was no malice on the part of Linguish
in laying the piece of wood on
the track in front of the hand car,
and the magistrate accordingly dismissed
the case. The testimony
shows that the young man was only
jpking with the other boys who were
on the hand car becauso he was in
full view of them when he laid the
small piece of wood on the rail.
Th? Double Daily Pastenrer Service
The hearing in Conway last week
before the Railroad Commissioners,
Messrs Caughman and Earl, was
very brief owing to the parties desire
to leave on the afternoon train.
There was a large crowd of Conway
business men present showing that
Conway as a whole sees the need of
the double daily passenger service
and means to have it sooner or later
The main arguments in the matter
were made by Hon Robt B. Searborough
on the side of the town and
Supt Newell on the side of the Atlantic
Coast Line. The latter produced
figures going to show that
the income from the carriage of passengers
would not justify the runI
ning of two passenger trains, He
] had no figures though to show, but
I what the railroad could put on the
extra train and still be on the paying
basis considering freights anJ
passengers as a whole. Copies ol
the figures were left to the Kuilroa
Commission, and ihey went awaj
with a good deal of data showing
that Conway intends to have this
service. They now have the matter
j under consideration and Conway wil
doubtless hear something further
f om it in the near future.

Jones against Lewis and Nixon vs
Lewis met before Magistrate, Newton
Sweet, and also Magistrate
Grainger last Thursday, but there
was no hearing as both of the cases
were compromised.
Parties holding tickets to Slumberland
purchased from canverserc
must take them to the Conway Drug
Co., and have them- exchanged for
reserved seats without additional
cost.
No one in Con way, but a few exceptions,
has seen Slumberland in
its entiety, and the only way to do
so is to purchase your ticket at the
Conway Drug Co.

many friends of Miss Saba Doak,
one of the Southland's gifted aud
charming young daughters, that she
will again visit Conway aud give one
of her delightful and highly entertaining
concerts on April 19th.
The Baptists are making an active
canvass securing contributions
, for the erection of their new $10,000
church. One half of this amount
has already been secured. There
. was a meeetmg yesterday afternoon
to make arrangements for beginning
the work.

Section I That all physicians,
(nidwives, and undertakers shall re
uori to the Hoard of Health for the
town of Conway every death and
birth occurring within the corporate
;im its of the Town of Conway
whiph conies to their knowledge or
lbservation, giving such information
and particulars as shall be required
in each case, on blanks to be
furnished by said Hoard of Health.
Said reports must be made at the
end of the month in which the births
md deaths occur
Skc. 2. It shall be the duty of the
Secretary of the Hoard of Health to
keep a record of all births and deaths
so reported in a proper book. Such
entries must be made within thirty
(.'10) days after filing with him of
such reports.
Skc. 3. That any person or persons
found guilty of a violation of
the terms of this Ordinance shall be
lined for each and every otTonso not
less than one ($1 00) dollar, nor more
than one hundred ($100 00) dollars,

Council Assembled, and by Authority
of same:
Section 1. Thai the proprietors,
managers, employees in each and
every Barber Shop, situate within
the corporate limits of the Town of
Conway, be, and they are horcbv, required
to use separate clean tnvels
for each and every customer therein.
Skc. 2. That the use of a towel by
any of the proprietors, managers or
employees of any of the sa|d Harber
Shops,upon more than one person or
customer without having been laundered,
is hereby declared to bo a violation
of this Ordinance. I
