October If, 11108, to learn of
the death of their little daughter,
Zettie Lucilc She was born January
HOth, 1H08, and died October
1 1th, 1008, being in all only eiht
months and fourteen days old. She
was sick less than a day, which made
it much harder on the parents and
loved ones to give her up but they
bow in humble submission to him
who doeth all things well.
Her remains were taken to Pisgah
cemetery and | were tenderly laid
away by loving hands on Friday,
"Go to thy rest fair child,
Go to thy dreamless bed,
Gentle and meek and mild,
With blessings on thy head,
Fresh roses on thy pillow laid,
Haste from this blight land,
Where llpwors so quickly fade."

Section 1. Be it resolved by the
General Assembly of the State of
south Carolina, That the following
intendment to the Constitution ol
the State of South Carolina be. submitted
to the qualified electors of
the State at the next general election
for Representatives, and if a
majority of the electors qualilied to
vote for members of the General
Assembly voting thereon shall vote
in favor of such amendment, and a
majority 01 each branch 01 tin; lieneral
Assembly shall, after such election,
and before another, ratify said
amendment by yeas and nays, that
Section 7, Article VIII, relating to
bonded indebtedness, be amended
by adding at the end thereof the following
words: Provided, that the
limitations imposed by this Section
and by Sect ion f>, of Article X, of
tliis Constitution, shall not apply to
ponded indebtedness incurred by
the town of CJaiTney, in the County
of Cherokee, when the proceeds of
said bonds are applied solely and ex
clusively for the building, "reeling,
establishing, and maintenance of
waterworks, electric li^ht plants or
sewerage system, and where the
question of incurring such indebtedness
is submitted to the qualified
electors of said municipality, as provided
in the Constitution, upon the
question of bonded indebtedness.

Section 1. Be it vesolved by the
General Assembly of the State of
South Carolina, That tin* following
amendment to the Constitution of
the State of South Carolina, be submitted
to the qualified electors of
the State at the next general elecI
tion for Representatives, and if a
majority of the electors qualified to
vote for members of the General
Assembly voting thereon, shall vote
infavorof said amendment, and a
majority of each branch of the Gen
eral Assembly shall after such election,
and before another, latify the
same amendment by yeas and nays,
Section 4 of Article XIII of the Constitution
of the State of South Carolina,
relating to "Militia" be amended
by striking out in the first line
the words "and Inspector"; so that
the said Section, as amended, shall
read as follows:
There shall De an Adjutant General
elected by the qualified electors
of the State at the same time, and
in the same manner, as other State
ofheers, who shall rank as Brigadier
General, and whoso duties and compensation
shall bo prescribed by
law.
Sec. 2. That the question of adopting
the amendment proposed in the
foregoing Section hhall be submitted
to the electors as follows: Those in
favor of the amendment shall deposit
a ballot with the following words
plainly printed or written thereon:
"Constitutional Amendment to Sec\
of Article XIII, Yes"; and
opposed to said amendment
shall cast a ballot with the following
words plainly printed or written
thereon: "Constitutional Amendment
to Section 4 of Article XIII,

There shall be separate and distinct
ballots and boxes at this election
for the following officers, to wit:
(I) Governor and Lieutenant Governor;
(2) Other State Officers; (8)
Stato Senator; (4) Members of Bouse

or names of the person or persons
voted for as such officers, respectively,
and the office for which they
are voted.
Before the hour fixed for opening
cho polls Managers and Clrrks
must take and subscribe the Con-'
stitutional oath. The Chairman of
the Board of Managers can administer
the oath to the other mombers
and to the Clerk; a Notary Public
must administer the oath to the
Chairman. The Managers elect their
Chairman and Clerk.
Polls at each voting place must be
oponed at 7 o'clock a. m. and closed
at 4 o'clock p. in,, except in the city
of Charleston, where they .hall bo
opened at 7 a. in. and closed at 0
p. m.
The Managers have the power to
fill a vacancy, aud if nono of the
Managers attend, the citizens can
apx>int from among the qualified
vo rs, the Managers, who, after being
sworn, can conduct the election.
At the close of the election, the
Managers and Clerk must proceed
publicly to open the ballot boxes
and count the ballots therein, and
continue without adjournment until
same Is completed, and make a state
