perhaps at an easier and more cautious
gait. I am referring to finance,
trade and traflic of the States.
For a little while things looked sorious.
Panicky conditions actually
existod which might be compared to
measles in a village. You might con- i
trol the diseaso at one point to see it
break out at another. Hut conditions
have improved; confidence has i
been restored in a largo measure,
and wants only now to be fully restored.
We now have practically i
the same activity in agricultural
conditions as before, and it is only
also so with trade traffic and finance,
with la^sgoverning the same greatly
imprJP?d. That is to say, men of
honesty and integrity can proceed
with assuranco, plunderers and pill- :
forers, who have dsfilefl the law of 1
the land, are intimidated by the |
stern laws; or, rather, by the stern
officials, who are determined that
the guilty shall be brought to jus- i
tice. I
With such conditions now facing i
us, it is obvious that we are on ,
the verge of a great prosperity <
more equitable and beneficial alike <

which we have enjoyed for several i

tainly the South has little cause for i

should not be normal. Political affairs
