Conway is supposed to I?o a dry
town. Certain it is that no intoxiicating
liquors, hy whatever name
called, van be legally sold within the
borders of the county of wh'ch
Conway is the seat of government,
vet it is a common sight to see men
staggering along the streets under
the influence of whiskey a nuisance
to themselves as well as to their
friends and the community at large.
Oftentimes the ears of modesty and
refinement are shocked and insulted
bv vile, lewd and vulgar
oaths and indecent language. This,
too. in open defiance of law and order
and against the peace and morals of
the town. There is an ordinance
forbidding such conduct and it is
the duty of t he law officers to rigorous
enforce that ordinance, ragardless
of who the offenders may
be. If men will get drunk they

streets. This condition is not the
work of a dispensary, because there
are none in Horry; neither can it
be traced altogether to blind timers
for the reason that bat comparatively
little blind tiger whiskey is sold in
Conway, but thp evil can be attri
bated largely to club orders through
which quantities of whiskeys are
received and drunk.
We notice, with some amusement,
we confess, that a few newspapers
published in towns where the sale of
whiskey is legalized when made under
the restrictions of the dispensary
law, are making a hue and cry
over the appearance of drunken',men
on the streets painting the town
a vermillion color with their vulgarity
and indecency. This condition
of alTairs is bad?extremely bad
?and the good citizens of the towns
were these conditions exist are justified
in registering a great big high
kick, and keep on kicking until the
remedy is applied and the evil abated.
Hut will the abolishment of the
dispensary correct the evils complained
of by our contemporaries?
Is closing their doors the remedy to
be a])plied? These are questions upon

patriotic men widely differ and in
differing one is just as honest 111 his
convictions as the other and each is
entitled to give expression to those
convictions without having his motives
impugned. From our point of
view we are firm in our con fiction
that the closing of the dispensaries
will by no means give relief from the
evil from which all communities more
or less sutler. The habit of whiskey
drinking together with the natural
indecency and depravity of a person's
soul are two elements in the
character of man that degrades him
and lowers him beneath the standard
of the brute. The dispensary is not
responsible for indecency and vulgarity,
neither can the whiskev habit
alone be held accountable for their
baleful presence in this sin cursed
world. Were this so, and the closing
of the dispensary would banish
sin and re-establish the beautiful
Garden of Eden, we would be the
first to cry out with all the earnestness
and sincerity which we possess,

and keep the accuised thing closed
forever. Hut Alas for Truth this is
not so A man may drink whiskey
and get drunk, and yet the
ennobling characteristics of his nature
will come to the surface and
he will be a gentleman in the
truest meaning of the word.?
Others are made of different elements
and will deport themselves
differently whether drunk or sober.
All men who drink and get drunk
are not blackguards, neither are all
those who touch not wine when it
giveth its color in the cup, saints.
Hence the dispensary has nothing
in the world to do with the making of
u gentleman or the creation of black
guard. The first is the creation,
whether learned or unlearned, of
pure thoughts bubbling up from the
fountain head of a gentle heart
and a refined mind. A blackguard
is the legitimate offspring of a debauched
mind and a depraved heart,
and uses whiskey as an excuse for
following the natural bent of his depraved
heart. It is not that which
goes into man that condemns him
but that which comes out of his
mouth is he judged, for out of the
fullness of hisheart his mouth speak

string thread up in his corn, oh that
does not do any good, he replied,
