Many citizens living in the
coast section of this county have j
been grumbling about the hoavx
license imposed by the act of 1905
upon the business of gathering and
shipping clams and oysters. This act j
of 1905 makes the gatherer of the '
clams and oysters pay a license as
well as the man who buys them to
snip outside of the State.
When the act came out last
spiing everybody was surprised to
lind that it provided for the pay
ment of a license tax of $4(10.00 to
engage in the business of shipping
clams and oysters. It does not t
appear that it was the intention of I
the Legislature to prohibit entirely 1
the business of gathering and : hip <
ping clams and oysters from South t
Carolina, and that the act has had J
this effect may be a surprise to the
Legislature who voted for the 1
license of $100.00 Kven before the *
passage of this act there were not I
very many in Horry County *
engaged in the business of shipping 1
clams and oysters. Since the passage
of this act even those few have
been compelled to quit the business *
in this county. The license of four 1
hundred dollars is so high that no '
one can afford to pay it. It would
take the entire profits of a season '
?perhaps more?to pay it.
The act of 1905 also compels the
payment of a tax bv the laborer who
<rathors the clams and oysters, and
this feature of the license has per - 1
haps caused more complaint than the
other.
There has been much complaint '
about the act and some of the people '
have been talking about itever since
they had notice that it was passed. 1
Last week a petition setting forth '
the facts and very numerously signed 1
by the peoplo who live in the coast ^
section of the county, was sent in to *
our delegation in the Legislature (
asking them to use their eil'orts in 1
making a change. As our delegation 1
is from a coast county, their argu- 1
meats on the question should have
weight in the General Assembly and
it is likely that they will confer with i
the Representatives from the other <
coast counties and try to get toget her 1
on a new act that will not amount to
absolute prohibition. i
The people who wish the chanire
understand that the clam and oyster
beds of the State should bring in a
revenue, and they do not ask that
these valuable beds be thrown open to
free use by everybody. What they
want is a license which is reasonable
in amount?one that will not amount
to prohibition of the business. With
the license reduced to $100.00 it
would be possible for one. or two,
perhaps three or four, in each comity
to pay this amount and yet make a
reasonable profit from the business.
Even this tax would restrain the '
many who have been engaging in
the business on a small scale from i
year to year. The tax of $100.00) ,
would be paid of course only by
those who could afford to go into
the business as a regular thing and
on a large scale This it appears to
us would afford all the protection to
the clam and oyster beds that is
needed. Bet the present act stand
with its license of $400 00 and who.
we ask, will get any benefit either
from the license or from the clam
and oyster beds? The Slate will get
no revenue because the license is too
high and will not be paid. The
clam and oyster beds will be of no
use to the people as a means of livelihood.
Pass a new act, or reduce
the license to a reasonable amount
and the result will be quite different.
Some of the talk about preserving
these beds is indeed visionary and
very far fetched. What good to the
State to prohibit thefr use as it is
doing by the act of 1005? No one
will dispute that these beds belong
to the State. The State is the people.
Therefore the beds belong to
the people and it is the people who
should use them and be benefited
by them. But there arc those who
would still preserve thein in violate,
so that the beds would become full
