of Florida and another hy Rjpresenta
tive Shackelford of Missouri. The
complaint of both resulted from the
failure of Mr. W Ulaim to reoommeLd
their reappointment aH members of
the committee on interstate and for
eigu commerce. Both rrcdi lony
speeches in which Mr. Williams' leadership
was assailed from many points.
Mr. Williams replied to Mr Lamar at
some leDK h and briefly to Mr. Shack
elford. His defense was that last
session the Democrats on this committee
were divlded ard he deemed
it necessary for the ko< d of the party
ai (1 the country that a united minority
report should be made on the tub
ject of railroad rate legislation.
Speaking of the leadership of Mr
Williams, Mr. Lamar satd he would
recognize him as the party leader but
not personally, "until lie relh via me
of an unjust charge on ills pare."
He stated that he did not a^ree
with Mr Williams that Republicans
would erjoy personalties between
Democrats. Kmpbas ziritf this he re
ferred to the personal debate of last
session between Mr Sullivan (Mass )
aud Mr. Hearst (N. Y.) At that
time, he charged, the minority leader
had made no objection to the proced
ure.
Mr. Lamar reverted to the great
importance of railroad rateleghlaih ?
and reviewed the action of the house
at the last session which Included
voth g down the Davey bill, proposed
by the minority. The Davey bill, he
said had tirst been adoprrd by a Dim
ocratic caucus. The bill then contamed
but two sections. The com
m it tee added ti v 3 more sections.
Even after these sections had been
udued, lie still thought and would
c jQtinue to think the Hea'St bill su
perior. The minority leader, lie said,
was forced to amend the Davey bill
011 the floor (f the house or see it
out to the country in an imperfect
condition. If that cauous was hind
ing tnen he challenged the minority
leader to deny the fact no one could
have amended It He conceded that
the a iaority leader should have power
to make committee removals as well
as appoin. ments, but he must exer
c se ti at power In the face of moral
obligation and a reasonableness. II
r< viewed the fsct that he had vottd
for Mr. Williams as leader, "and sua

statement that he considered his re

Mr. Limer was rfcognlz d for 15
