Columbia, Nov 14 The supreme court today * rendered a most interesting decision. It is fur reaching in its effects and settles a question so far as the State courts are con-1 serned. The general assembly some time ago passed a statute by which a railroad corporation is penalized $">0 if it d es not sett e a claim within days. S. 150. From this judgment plaintitTs appeal and the main question presented is the constitutionality of the, statute.
