Internal improvements arc not
tfointf ahead in the town just uow
as rapidly as every good citizen
would like to see. It lias been shown
that tlie perfect drainage of the
town is no small matter, and that it
will not only require much money
but a great deal of time. Now it
may be that Conway is not able to
put in just now a modern water
works system that would thoroughly
drain every part of the town. No
one hardly expects to see the town
council put in a system here equal
to the large cities. But there is one
thin^ that Conway is able to do No
one disputes that it shoul.l be done.
It cannot be said that there is not
money sutliciont for this very small
matter. The board of health lias
declared time and time again that
it is necessary to the good health of
our people. That one tiling is to
drain out the low land extending
from the rear of the Kingston Hotel,
Norton Drug Co.. and other buildings
in that vicinity, to the rear of
Conway Bargain House and the
livery stables. It is well known
that this part of the town was one
time a pond overgrown with brush.
It is the lowest nortion of the town
that is so near to the business center
where the danger is great of fevers.
The greater portion of the residence
portion of the town is drained by
nature. Several attempts have been
made to take the water away from
this low portion, but t he ditches get
stopped up and bccoinp filled with
stagnant water, and the trouble
remains. Since the town is able to
do this much, and it is imperative
that it be attended to, why is it the
town does not doit? If we cannot
have the modern system for the whole
place, then lets have what we can
get, for the thorough draining of
the low portion of ground referred to
will be one of the greatest things
ever done for the health of the town.
Remove the old ditches that are
cleaned out only occasionally and for
ino rest ot the time remain 1 i 1 led
with stagnant water.
There is a strong inelination on
the part of some of the people interested
in the dispensary agitation
on apposing sides to become involved
in controvcrsary through the
paper.
VTe feel called upon to repeat again
what this paper has so often
said, tint it wants no controversies
over questions of this kind or any
other. By this we do not mean to
say that the paper is not open to
every Viti/.en for the expression of
his views on any question of public
interest. On the contrary we always
induce the expression of views
in the paper on live subjects, what
the paper does not like to have to
print is tne long controversy that
sometimes arises between two men
who hold opposing views on a question,
and they make a personal light
against each other in the paper,
each trying to convince the other,
and taking up two much space. The
agitation of the dispensary question
should not be carried so far as this
and the people interested in the
question should be careful to avoid
that hated political animosity that
will surely arise if things are carried
too far. The election for the settlement
of this question has been order
ed, and there will be no proceeding
taken in this county to stop it.
The election will settle it, and if
those who hold contrary views as
to the dispensary law, can wait a
little while the excitement will pass
over and they will still be friends.
The dispensary investigation
brought out very damaging evidence
against one of the members of the
committee itself. This proves that
it has been very thorough in its work,

It appears that a predisposition
to crime often runs in families,
cropping out now and then usoccassion
and opportunity oilers in different
members, sometimes until
every member of a particular family
in a generation has been marked
down as a criminal. The disposition
to commit crime is sometimes
accompanied by strong mental
characteristics, ambition for litrary1
attainments and the like, and perhaps
a disire to succeed in some
particular calling or undertaking.
(i Kaymond Berry was popular in
polities in Marion bounty and was
easily elected as Superintendent .of
Kdueation. The small salary of the
olliec was not enough to gratify his
criminal love of money, and in order
to make it morn rapidly,
he beat the county out of many
thousand dollars, aud after getting
the money made good his escape
where no legal authority has been
able to reach him, The streak
was perhaps hidden in Berry all
the time, and theyy is no claim
made that the man became involved
in some scheme of, speculation,
losing the money he employed
and taking from the county to make
this good, it seems that he must
have gathered in the money for the
sake of the money itself.
This matter of Berry,s robbery
of the county school fund was about
forgotten, until last week the newspapers

I Jerry, a brother of G. Bayinond
and a namesake of the illustrious
vVade Ifampton, had been arrested
in that eity on the rhar^r of larceny
of a bicycle, had demumied a preliminary
hearing and was boundovcr
to the higher court. The arrest of
the man for the larceny of the
bicycle lead to other enquiries and
it was found that he had been married
twice, lie had married Miss
Mary Ferrett of Marion county
some live years ajfo, and after liveing
with her for some years deserted
her for Carrie Norris to whom
he was married in Charleston a
short time ago.
This news item was of a peculiar
interest to a citizen hero, for .vlicn
\V. H. Herry passed through Conway
some time ago, he collected
fifty dollars on a forged check on
the Hank of Fayctteville, front one
of the young business men at the
store of Burroughs & Collins Co.
Since the above came out, other |
stories are Doing lout thut puts the
name of Horry in a very bad light,
and it brings to mind the fact that
a criminal inclination often runs in
families.
It is a good sign to see that new
postotlicos art being established in
portions of this county, where mail
facilities have heretofore been very
poor. Where the mail goes the
modern newspaper and magazine
will follow, and these have a lot to
do in the education of the masses.

The news of the death of Captian
S- H. Woodbury, at his home near
Hnterprise in Horry county, is an
item of more than passing interest.
He was a good man and true, who
toiled the earthly vineyard of his
Master and lias now entered into
rest.
lie was one of many captiaus of

Waceamaw river in the old days
from northern ports. There beauty
sunk deep into his soul and he
yearned for a home on its quiet
shores on the ever-blessed W ace am
aw Neck.
When he quit the sea he settled
on Waceamaw river, buying a small
farm between Kuterprise and Socas
tee. For years he has been a familiar
figure at every.meeting at Sccastec
church, and he labored without
ceasing for the salvation of
souls, especially the souls of the
young. He and his sweet wife had
an ideal life together, after the
storm season had passed and the
sunshine of evening was on them.
Now the old captiau wearied with
service, has laid down his burden,
crossed the bar, seen his pilot face
to face, and blow as it will among
the tumbling seas out side, what
cares he?
