THURSDAY FEU. 12th IQ03
It is thought that the present
Le?ji: latere will be rather careful in
making appropriations. For three
years the appropriations have
been liberal and a little out of proportion
to the State's revenues It
appears that the appropriations
must be curtailed or the revenues
must necessarily be increased.
It has been said with truth in
some of our newspapers lately, that
human life is cheap in South Carolina.
The cause is to be found in J the
slack way in which our courts of
justice handle homicide cases, and
the j^reat extent to which the imr
doning power 1ms been carried.
To us who have lived here for the
past few years, and remarked the
changes taking place in our town,
the wonderful progress the town
has made, is not so astonishing as it
is to.one who now visits the town
? after many years absence. A farmer
came to town week before lasl
for the first time since our first railroad
was built. He frankly admitted
that he would not have
known the place, and in this he was
right.
Aim newspapers are obliged to
have waste baskets. At times, they
find it impossible to print all of the
communications, news items, and
the like and even advertisements
that pour in all at once. It is the
ease in all newspaper offices, dailies,
weeklies and .ill. It is therefore silly
to get mad with an editor just because
he happens to have to leave
out something, or shorten an article
a little in order to get it in. And it
is seldom that one falls out with ai
editor, about so small a matter that
he does not, in some way or another
at some time or other, regret it.
Thkke is something i i this work
iui uvurv uuu tu i;u, vi'i wi1 M'C ev
cry day, those who lead apparently
aimless lives, no object, no aim. ex
cept to put forth as little effort anc
exertion as possible. Laziness is i
curse, and there are more failure;
in life from this cause than fron
many others you can name. Then
are more business failures from laziness
than ever arose from lack o
mental ability. Energy and wil
lingness to work, is a qualificatioi
that a young man must have, or h
need never hope for success, no ma'
ter what his intellectual attainment
may be. The man who sets out t
hunt an easy job, generally dies ii
the search.

Some Suggestions to Legislator;
Editor Heiiai.d:?I think we ban
a very abie and appropr iate add res.
in Gov. Heywards inaugural. It ii
both plain and practical, and ye
oven the Governor as well as tin
Legislators seem to be at a loss a
to what to do to increase the revenues,
liquidate the State debt, ant
not over burden the poor farmei
with laxes. he who digs, toils, sup
port* the government and waits pa
tiently for his reward once a year
If the Legislature will reduce tin
number of offices one third and 1 hei
reduce the most of the salaries onethird
and some of them one half
or even put all the salaries in pro
ftortion with what the Sheriff's is
n a short time all would feel bet
ter and our beloved State might be
out of debt. Even the officers, i
honest, would feel proud to thin!
that they were working for theii
State and not entirely for filthy lucre.
If it be determined to keep up the
dispensary law and force whiskey
upon the people, if they would man
ufacture all the liquors used in the
State and keep the money all al
home, it might save 1900,00(5 a year
It is a shame that the State cai
drink more than she can manufacture,
or to say she don't know how
Au old darkev can t.aUn hi?

all the money at home. Purchasing
liquor abroad and never bringing
the money back is what caused the
stringency and scarcity of m<>nc.\
ever since the establishment of tlu
dispensary. At a venture I woulc
say that there is a thousand gal
Ions more used In one year now
than before the establishment of th<
dispensary.
Such large appropriations to col

community as in a rich one. When
we old veterans went into the war
we were not rejected because we
were pool boys. We did not go
for the pitiful salary offiercd us or
for the bountiful food we got. Nor
did we ever refuse to defend- the
rich, their lives and property as
well as the poor. We acted from
patriotism, love of character and
right . Now we can lie * for months
helpless and on a mere crust. Some
of the men whom we have supported
and put in office, look upon us
and hoar our appeals with contempt.
