If not paid by t first of March an additional penal of 5 per cent shall be added, and not paid by the 15th of March, t executions shall be issued. The go ernor and comptroller general ha declared that they would not tend the time for payment of tax this year, unless it can be sho\ that the financial condition of great majority of the people ws rants them in so doing.
