Tub provisions of the new road
law passed at the last session of the
Legislature in regard to the number
of days work required, and the
commutation tax which may be paid
in lieu thereof, has b.'on the subject
of some complaint
It is quite true that the tax of
one dollar is out of all proportion to
eight days work. It is likely to
happen thai a majority of the road
hands will pay the tax before they
will perform the eight days labor.
11 is very hard on the man who fails
io ru so iho money to got his ooin
mutation tax receipt he is compelled
to give his labor for eight
days as an equivalent for one dollar.
In oar view of the new law, the
county board of commissioners have
it in their power to apply a remedy,
a none in perfect accord with the
intention of the law. The act roads
that the public roads shall be worked
eight days in the year if so many
days be necessary. It is thus loft
to the officers named to decide how
many days shall be required. They
certainly have the power, therefore,
to fix the number of days in proportion
to the commutation tax of
one dollar. If the board decided
that four days were necessary,
no one can gainsay their decision.
If they would do this, we do not believe
we would hear of any more
complaint. The House of Representatives
fixed the number of days in
Horry county at four, and the commutation
tax at Two dollars. In
^he Senate it was changed so as to
read as it does now.
We again call this matter to the
attention of our county board of
commissioners.

line. If one wants to yet left this
is a good way to do it, and I would
almost guarantee it. While 1 would
like to have la ye new buildings as
much so as an \ man, 1 would think
it almost an 1:1 pardonable sin to
tax the people '<> build them at this
time, the hardest time the poor has
ever seen. Noiti.er bread nor money
and last year's debts behind. It
is worse than Carpet Bay time. Tax
the people now, or borrow the money
to build them and our grand children
will have to struggle hard to
pay it. When it is built 1 propose
building on the same lot or trading
with Burroughs & Collins for the
Norman lot, using the same material
as far as it will go.
Our court house will now hold all
who have any business in it at one
time. I am sorry I cannot say the
same for the jail, yet it holds all
who are put into it.
If it is the Bord's will and I am able,
I expect to do all 1 can against
the man who comes out for borrow
ing the money to build with at any
rate of interest. There arc many
men who would favor borrowing the
money and tax the people to pay it,
who are opposed to paying old af
flieted veterans, with little children

under mortgage. Hut they will as
sist families that are ablebodied and
deserters' families, 1 a n told, and
some whom I know to be in good circumstances.
I will quit the subject
here. One man cannot reform the
world. If every man would reform
himself, the world would soon bo re
formed. 1 shall try to reform myself
each day and trust to the good
Lord to aid me in the work.

will be permitted to visit them on
furlough.

would not vote for it because the
people as a whole are not prepared

will express themselves more fully
on the new court house and jail.
The candidates will bo asked later.
1 for one am in favor of the new
court house. The jail is large enough
for present needs so long as the
chain gang is kept up, but lets have 1
it too, more modern and up-to-date
