The crowd of our people who attended
the exposition, so far as we
hnve had t lio i'linniw> t<> talk with
them, say that tlicy returnee1, tooling
that they had learned something
by the trip 1o the "Ivory City."
Tiikkk are too many men in this
world who spend their lives in looking
for easy places Too many who
believe that fortune is always the
result of chance, and spend their
lives waiting for the chance. There
arc no easy places. -Any one who
would succeed, must necessarily do
it by hard work. All successful men
will testify to this fact Many
spend their lives i 1 idleness, looking
upon the success of others as the result
of some rare opportunity or
chance happening. In this they are
of course mistaken. All who have
reached the goal of success will tell
you that they reached il by the
hardest drudgery.
False Impression Corrected.
In our last issue, a correspondent
from Bayboro, states in his comma
nication, that he wants the court
house and jail, and is willing to
bear his part of the expense of bail
tn?/ them, but that he is not willing
to bond the <> inty for that purpose
His idea is \< levy a tax for Hie full
amount and '? uild the court house,
building the jail later when needed
Ths corrcspoi 'ent referred to
does not say su .n so many words,
but what he says implies that, as he
understands the new court house
and jail act passed at the last ses
sion of the I legislature, it will require
the county to make a bonded
indebtedness, in order to put up the
new buildings.
This is of course a mistake. Under
the act, as it was finally passed,
there is to be a levy of one mill on
the dollar of all the taxable property
of the county, every year until
the amount, not ex ceding twenty
fivethonsand dollars, is raised. In
order that the erection of the build
ings might be started forthwith,
without the delay of waiting for the
collection of the taxes sufficient to
defray tlie outlay, it is provided in
the act that the money may be bor
rowed by the county commissioners,
pledging as security for the loan,
nothing at all but the levy authorized
and required in the act.
By the terms of the act the rate
of interest at which the money must 1
be borrowed must not exceed the
rate of 7 per cent, peranum. And
it might be well to state just here,
that the money can be borrowed j
from the sinking fund commission at 1
the very low rate ofper cent per <
annum.
A moment's calculation will show j
anyone just how much his taxes will l
raised by the act. The levy is <
one mill on the dollar. Therefore <
if a man has been paying on one '
hundred dollars worth of property
heretofore, his taxes will be raised
by the court house levy just ten
cents. If he has been returning his '
p.operly at a thousand dollars, his
taxes will be raised just tcu times j
ten cents, or the sum of one dollar. ,
