Colorado, has just roturred from a vkit
to tho Philippine Islandr Bolow will
bo fcuDd a Blatcmont giving bia observations.
Coming fiom ono of euoh
high porFonal oharaotcr and bo oapablo
of forming a just opinion, bis words
ought to have great weight, llor^ye:
If the intelligence of iho Acooricans
is to bo taken as tho fciandard by which
tho oapaoity for Bel f-govern in on t is io
ho determined, then it is very doubtful
whethor any oth^r pcoplo arc capable
of establishing and maintaining a republican
form of govcrnmont. Ev?ry
oountry has peoples of high and low
order of intelligence, and if wo are
to assumo that tbo men of lowest order
of civilization aro to rulo, wo might
oxoludo from self-government every
nation on earth. It is tho experionco
of mankind, bowovor that the intrlli
vent oUbbch in all tho oountrics rulo.
That being" true, thoro aio very fow
pcoplcB who aro not capable of selfgovernment.
It was Henry C ay who
said that it uas impossiblo for him to
ooDccivn of a peoplo who woro incapable
of self government.
Of thorcpubhca of Central and South
America, it is eafo to say that, although
they may not bo as perfcot in
the administration of affairs as tho
United StateBj yet they havo given to
tho pooplo govornmonts far better and
frocr from acts of tyranny and opprcs
sion than tho govornmonts whioh proceeded
them.
Tho gonoral impression exists among
maDy Americans that tho Philippine
pcoplo are savages. A visit to the islands
will certainly dispel any suoh do
lusion. Tho members of the uncivilized
tribes of tho a;ohipclago aro fow
in numbor, compared to tho total population;
they aro fewer iD proportion
than wero tho tribos of Indians in Am
crioa at tho timo of tho establishment
of our republic. They rovo in bando
and aro as kostilo to tho Filipinos as
wero tho red men to our forefathers.
Wlion 1 find behind tho prescription
desks of tho numerous drug stores
of tho islands, ovon when kept by
Amerioans and Englishmen, Filipinos
compounding modioines takon from
. v bottles laboled in Latin; wkon I see
bohind tho oountor of banks having
largo oapital, natives aoting as book
keepers aDd as receiving and paying
tellers; when 1 find them as merchants
and olerks in almost all linos of busi
noes, as tciegrapn operators and ticket
agonts, conductors and ongincora upon
railroads and as musicians rendering
upon almost all instruments h:gh class
music; when I am told that they alono
mako tho observations and intrioato
calculations at tho Mauila observatory
and that prior to tho insurrection
there were 2,100 sohools in tho islands
and 6,000 studonts in attendance at tho
Manila university; when 1 find tho better
oiass living in good, substantial and
somotimes elegant houses, and many
of them pursuing prof-, ssional occupations,
I oannot but conoludo that it is
a vilo slander to compare thoso people
to tho Apaohos or tho American Indians.
Evon tho civilizing test of
Christianity is in thoir favor, as a
greater proportion are members of tho
ohuroh than ?mcf g our o*n pcoplo.
Of tho 8,000,000 of inhabitants, Mr.
Hawycr, in bis work on tho tlippino
Inlands, asserts that 6,860,000 aro
Obristian natives.
But oven as to the Indians, as un
oivihzcd an they may bo, oufcgovernment
reoegn zes that it prcduoes a
better ooDditton of things to lot thorn
govern therm elves, end thereby *c
even recogn zo in them a oajaoty for
solf-government, We do not rulo thorn

with LauoriB. We do not appoint a
governor or commission to .govern
thorn, nor judges to ado/iuisttr'laws
among them, t or a polico force to maintain
ordtr. We lot them solcot their
own ohiofs, punish thoir own criminals,
and in every way govern the involve* bo
long as they stay on thoir own reserve
tions.
The instinct of pelf governmcnt im
planted in man makes him ordinarily a
better agent in managing his own family
and affafts than would ho one of
greater ability or higher eduoation
without that interest. And as with
man, so with nations, that samo principle
of self betterment ordinarily makes
eaoh nation most eapablo of managing
its affairs to the advancement of its
own people.
No hotter illustration of this can bo
found than in the notion of tho mom
bers of tho oivil commission of tho
o Philippine islands.in fixing offijial salaries
to be paid out of funds oolleotod
from tho pooplo of a poor and alien
raoe. They voted to tho governor,
who is a member of the commission, a
salary of $15,000 per ahnnm and $15 a
day for subsistence, making in tho aggregate
a salary of $20,375 a year. The
governor is-also; furnished a fino houao
in whioh to reside. To eaoh of tho
eommission they voted a oomponcation,
including subsistence of $15,000 per
( annum. They voted a yoarly salary of
$7,5Q0 to the secretary of tho oommis.eion,
of $7,000 to eaoli of thi six (an
exceedingly largo number) assoointo
lustioes of tbo supremo ccurt, of $7,500
to tho ohief justice, of $0,000 to tho
treasurer, of $5,000 to the dircotorgoroial
of posts, and of $0,000 to tho
oollcotor of customs All of these salaries
aro pavablo in gold. 1 do uot
wish to impugn tho houoBty of tho
oommissio: (rs, bu- to oall attoutiou to
tho faot that suoh aolion naturally
grows out of the attoupl of one pooplo
to govoru another. If that oommiB.uon
wcro responsible to a ooostnunuoy,
d >of any one imagine that tuoh salaries
would have been voted?
Tho aggrop^to area of tbo Philippine
inlands is 115,300 quaro miloq, a litt'o
h fS than that of tho territory of Now
Mox'qo, yet tho povemer of Mexico roooives
only $3,000 per annum, and is
not allowed anything for eubs'stci oo
nor fuvniohed with ?a executive mansion.
Think of a commit sionor, *ppointcd
fr m Washington (a j laoo 10,000 miles
from tho PUiiippino i In d ) oomp sod
of toen who iuvr.r s w .ho land they
govern pro: to tho Spanish war, who
do not speak or road the language of
the P ilippii o people, and who aro Dot
even of r her same raoo as i! eir.subjoots,
vjtii>g to . aeh raomh. r a salary which
is nearly boub o that of a oabinot offi
o -r of tho giCutCBt nation of tho world,
ma tlirco t aoa that of a abator of the
United Stales, and voting to a tor
ritorial governor a stlary of raoro than
double that of tho governor of tho
wealthiest state in tho union. How
must such action appear to the Filipino
laboror, who, furnishing his own
food and lodging, earns but twonty-fivo
oouts in gold ada>! It must bo rouicmberca
that woallh is nothiug tnoro
than stored labor, and that in the last
analysis labor iu one form or another
pays all taxes. Suoh action oanoot
but rcako tho little brown man doubt
the ability of oco nation to givo good
government to another. Does not tho
oontliot of interest between us and tho
Philippine people arising from tho
growiug of oorupeUng stablo products,
render us imoapablo of governing them
to thoir bost intercut? Wo know that
it will bo to tho welfare of tho islands
to givo fioo trado with the United
States. Amortean, Spaniards and Filipinos
thero unanimously agreo that the
islands can never bo well dovolopod
without it, yot tho very faot that wo
hesitato iu tho matter, shows that wo
aro consulting our own interest instoad
of theirs. No mattor how Joarnod and
just tho judge may bo, tho othios of
our jurisprudenoo has dotorminrd that
ho is incapacitated from deciding a
oaso whon his own interest might bo
alfooted. Nations aro but aggregations
of individuals and aro subjcot to tho
samo irtluonocs.
Tho Filipino is not a bold, warliko
or unruly pcrton; ho improssos every
ono as of a shrinking, submisbivo, kind
naturo and as ono who will suffer groat
wrongs boforq ho will resist. Suoh
people always appeal to tiio law and
support good government. They havo
not the tendency of tho Spaniard to
ward revolution. Tho revolts in whioh
they havo pariioipated havo boon to

Thoy established a government modoled

would havo dono credit to any nation.
Thoy inaugurated good judioial,

Consul Barrett, a strong supportor
of tho present administration, wroto
of tho hundred inon who composed tho
Philippine oougtoBS as follows:
"These men, whoso sessions 1 repeatedly
attended, oonduotod themselves
with great docorum and showed
a knowledge of dobato and parliamen

with tho Japancso rarliaraont. Tho
exccutivo portion of tho government
was made np of a ministry of bright

Consul Gtfnoral Wildman, an ap*
pointoo of tho president, speaking of
t o Philippine government, said:
"Aguicaldo has maie lilo and property
safe, preserved order, and encouraged
a continuation of agricultural pursuits,
fie Las mado brigandage and loot impossible,

Adrn r*l D.iwey, it will bo romom
bered, cabled: "These people nra far
saporior in their intolligonoo, and raoro
oapablo at soif government than tho
DAiivoi of Cuba; aril I am familiar
with both races."
The b. at evidence of tho ability of
tho Philippine people to govern themselves,
iii that they possess a largo intelligent
class, thoroughly identified
in interest with the islands and oapablo
of administering good government.
Tho oivii commission has rooognizod
this ability by reoently adding tbreo
native membors to that governing body:
by appointing thrco Filipinos judges of
the ouprcmo oouri; by sclooting about
half of the judges of the first instance
and nearly all tho governors of tho
provinces from that raoo; and by appointing
a solicitor genorai and many
other offioors from tho natives. Aro
those officials not in tho governing business,
and do they not porform their
work as well as tho Amcrioans? Is it
possible that they aro oapablo of govorning
booauao they wore appointed by
tho representative* of a distant nation?
Would they lose that ability if elected
or ohosen by properly constituted authority
of their own? In the latt'or
ovent they would make far hotter offi
oars, because they would consult only
tho intorostof tbeir own people instead
of that of a nation 7,000 milos away.
The law of our boing is that (ltho
juat powers of governmont aro dcrivod
from the oonsont of the governed."
