compel a more equitable return and
assessment of property for taxation
is felt all over the state, and this is
a question which should commend
itself to the study of Legislators

the broad tire bill will be before the
Legislature again

Never be too Sure.
Advocates of the child labor bill
who became disheartened when the
measure wa* ho overwhelmingly,
killed in the House, became suddenly
exultant when, a few days afterward,
the bill passed the Seuate by
one vote majority. The friends of
the bill all seem to think that the
passage of the bill in the Senate,
means that tho measure is gaining
in popularity and at the next session
will pass both ends of the Gen-wral
Assembly with plenty of votes
to j|>are. Wt attach no such mean,
ing to the action of the Senate
That body kne that as the bill had
baea killed in the House, it could
not again be considered by that body
at that session. The Senators could
vote as they pleased and consult the
viawH of their constituents between
then and tho next session. The
of the child labor bill wlU
remember therefore that the vote
of tho Senate is an uncertain tiling
and may change.
Senators from manufacturing
counties as a general rule voted
against the bill, while the Senators
from the couutics where there an*
no cotton factories, generally favor <
ed th? measure. This is a strange j
thing.
No Need to Run on Credit.
It has been many years since tho
county was able to meet its oblig.v
tions all the your round. All county
claims approved during the summer
are compelled to wait for payment
until taxes are collected in the Fa'I.
This is not right. Those who render
their services to the county are en
iiuou 10 ineir pay as soon as their j
work is finished and they should J
have it. Many of them are compelled
to sell their claims at a high rate,
of discount. This is a hardship
which a county should not impose
on its honest citizens, but it has
been done in this county for many
years past.
Is there a remedy? There are
several, at least more than one. and j
some remedy for the evil sin old be!
applied. The tax levy for ordinary
county purposes might be raised
for one year and sufficient funds
raised to put the county on a cash
basis for the. next year without imposing.
a very great burden upon
the taxpayers. Hut as it appears
to us there is a better plan than
this. There are three dispensaries
now running in the county and
turning into the county treasury at
least, wo should think, more than
*1 ,000 annually By applying these ;
profits in the right way, there is
no reason why enough cannot be
reserved to place the county govern- j
mem on a casn ousts without increasing
the tax levy a single mill.

The Road Law,
It was stated in the Hkrald a
few weeks ago, that a bill had been
prepared in the Legislature changing
the law in regard to working the
roads iu this county, so as to require
4 days work in the year instead of (>,
and changing the number of hours
per day from 10 to 8.
It was supposed then that the bill
could be passed at the recent session
and the change go into effect upon
its approval. It turned out that
the bill could not be passed thi.voar
and for the following reason.
The special acts governing the
working of roads in the differ* nt
counties, under a recent decision of
iho Supreme court, are unconstitutional
and void; and it was there
lore determined to appoint a special
committee consisting of ono member
from each delegation and let the
committee frame a general law
which would comprehend all of the
counties of the State. The committee
wax accordingly appointed, the
general bill prepared, introduced
uid placed upon the calendar. The
oill came up for discussion near the
nd of the session, the committee
Having been rather slow about preparing
it and getting it upon the
alendar. The measure required so
many amendments that it was found j
impossible to give it, at this session, j
with the limited time, the consideration
that it required and deserved,
and bv a large vote the bill was
continued until next session. All
special bills relating to working
the roads were referred to the gen
ral committee and incorporated in
i he general bill.
So those who desire a change in
the road law will be coin pel led to
wait until the ses?ion of next year.
The change will be made promptly
at that time.

This matter of a passenger train
fiMin this point to Chadbourn has
been lone needed and lias been a^i
tatcd for some time.
First of all a strong petition was
sent in asking the railroad company
to run the passenger train. No attention
was paid to this, further
than to reply that the business of
the road would not justify the extra
expense Hun. Kohl. 15 Searbor-'
oujjh then took the matter before
the railroad commission As a re- j
suit of his argument be for.-: them, j
they ordered the company to put on j
the train. The linal result is shown j
by the above letter.
In this matter, much is due to j
Mr. Scarborough, who by his un I
tiring efforts both before the rail- !
road eommission and the ollieials of j
the road, has. obtained what has
been so lone hoped for.

Health for the town of Conway held
on February LHh, 1901, the following
was adopted.
1st, The opinion of this Hoard is.
that the buildings and stabh's on ihe
Todd property in rear of the.store
now occupied by S M. Tompkins,
area public nuisance and are a serious
detriment to the public health
of this town. We .vould therefore
earnestly recommend that the Town
Council proceed to take such st? pn
as is necessary to have said build
tugs (except the Barn) imtncdi del \

thoroughly disinfected with lime,
and hereafter be kept in a sanitary

2nd. The opinion of this Board is.
that the tilling recently placed
down Laurel street, while fairly
draining the property between 2nd
and drd Avenue, is of little service
in draining property north of 3rd
avenue, ai d total.y inadequate for
the drainage of the objectionable
i grounds com prising the block bound
led by Mai l and Laurel streets and
Third and Fourth Avenues.
The drainage of this locality we
consider of extreme importance for
the good health of our town. We
wouid therefore recommend that
your body take immediate action,
steps to have said I'lock thoroughly
drained We be>; to surest as the
most feasible, plan, in our opinion,
for said drainage, is to have a tiled
ditch placed do.vn near the center
of said block, nuuino from 1th to
3rd Avenue, or down .Main Street on
intersecting same. This course we
believe would not only drain the desired
locality, but would furnish an
outlet for others
