The number of bills introduce at this session of the Legislate! has been remarkably less than t the two sessions next preceding and Ihe bills introduced at. this sei sion have, as a general rule. Every business man, indeed everybody that live* within the corporate limits, should feel un interest in | making improvements. Every man ). that owns a lot might put tin* sideI walk running by his gate in good condition. This would occasion no great outlay. In some towns this is required by ordinance. : ( It looks very much as if the small pox has come to the State to stay until run out. The Legislature has ratified the j t wo amendments passed upon by the il people at 1 he recent, election. The people of Horry wore not in"" trusted as to the one relating to municipal bonded indebtedness, exeept that they were willing to give 0 the inhabitants of the cities the n privilege! of regulating their bonded indebtedness as they might choose. j Hut they were intrusted in the one 0 relating to the condemnation and 0 equitable assessment, of lands for ^ drainage purposes, and they very l" generally voted against it. Both hr were carried by a good majority in the state. The latter amendment reads as follows: "The General As(1 scmbly shall provide by law for the (? condemnation, through proper ofll cial channels, of all nunls necessary r, for the proper drainage of the swamp i,. and low lands of this State, and ,n shall also provide for the euuitatle n assessment of all lands sj drained, for the purpose of paying the expenses of such condemnation and drainage." LO It is left entirely to the Legislajr ture to pass such laws on this sub d- jeet as it may find necessary The it drainage of the swamp and low p, lands of the state would be a good is thing in several ways, but is such if an immense undertaking that we re doubt very much that the Legislature will ever try to handle it in a general way.
