There seems to be some confusion , in tlie minds of the people as to the ( provisions and requirements of the ( new pension law passed at last years session of the Legislature For the . 7 ( information of the general publie, j and especially f??r the benefit of the old soldiers who are subscribers 1o t our paper we publish in this article the substance of the pension law | now in force. The act provides for a 'County Board of Pensions and a State , Board of Pensions. The County Board of Pensions is constituted as follows: On the first ( Saturday in August of each year, the surviving soldiers and sailors in v each township shall hold a mooting in said township at a place to he named by the chairman of the County Hoard, by two weeks public notice, and after organizing by ( electing a chairman and secretary, j shall elect by ballot an ex oonfeder ate soldier, not a holder of nor an applicant for a pension, as the re psesentation < the veterans of said | township. Th representatives so ( elected in each township shall meet at the court 1 on the first ^ Monday of Sep; mbcr following, , and, after organizing by electing Ja 1 presiding officer and a secretary, ( shall elect from their own number, four veterans who shall elect one of their number .chairman, and shall select a competent physician. These four veterans, with the physician, shall constitute the County Hoard of Pensions, for one year or until their successors are elected and qualified- The same section pro- 1 vides that if a township fails to elect a representative, the chai man of the County Hoard may appoint a representative for that township until such election shall be had, and when a county fails to meet and elect the County Hoard, the State Hoard of Pensions shall appoint four ex-confederate soldiers or sailors to organize and constitute said County Hoard. The State Hoard of Pensions is composed of the Coinptroler (Joner td with thre< ej>*-confederate4 soldiers selected by The United Confederate Veterans Association at their annual meetings, together with a competent physician to bo selected t).y them. The compensation of the members oi the County Board shall be two dollars per day not to exceed live ^ days and no milage. It will be noted that if a unity fails to establish its County Hoard, the vacancy is filled by appointment of the State Hoard and the board so appointed will get up ihe pension list and file with the Comptroller General by the first day >f February.
